- This notice constitutes the formal announcement given by the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA) of a decision in a streamlined competition conducted in accordance with OMB Circular A-76 dated May 29, 2003 for Grants Technical Assistants. The formal 90 day competitive stage was initiated on May 25, 2006 and concluded on August 03, 2006. The performance decision reflected on the Streamlined Competition Form certified an ?AS-IS? Organization (agency provider), as providing these services at the lowest cost to the government and was declared the winning proposal. This study reviewed three (03) Full-Time Equivalents (FTEs) GS-303, Grants Technical Assistants in the Division of Grants Management (DGM), Office of Program Services (OPS). The 2006 Fair Act Commercial Activities Inventory?s function code for the services studied is L000. The services are currently performed at the DHHS, SAMHSA, located at 1 Choke Cherry Road, Rockville Maryland. A cost comparison was conducted to determine the most efficient and least costly organization as prescribed in the Office of Management and Budget (OMB) Circular A-76, Performance of Commercial Activities for the services described above. To accomplish this, a market research study was conducted to estimate the Contract Cost Of Performance. The result of this study was compared with the Agency Cost Estimate of the ?AS IS? organization for the above occupational series. The Competitive Sourcing Official (CSO) is Mr. Eric Broderick, Acting Deputy Administrator. The Agency Tender Official (ATO) is Ms. Christine Chen, Director, Division of Grants Management, Office of Program Services. The Contracting Officer (CO) is Ms. Janet Mattson and the Human Resource Advisor (HRA) is Ms. Lenora Adams.
