- Description
- The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure on a sole source basis, Synthetic siRNA libraries directed against (1) the druggable genome, (2) the GPCR genes and (3) genes involved in apoptosis with Qiagen Inc., 27220 Turnberry Lane Suite 200 Valencia, California 91355. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 325413 and the business size standard is 500 employees. Synthetic siRNAs are duplex RNA oligonucleotides designed to target a specific sequence within an mRNA such that cleavage of that mRNA is mediated, leading to a highly defined decrease in the protein encoded for by that mRNA. The sequence of each siRNA is unique and extensive bioinformatic analysis is required to ensure that a sequence chosen is predicted to have both maximum efficacy and specificity. Qiagen Inc. is the only source known to the NCI that has accessed and further developed a proprietary algorithm that addresses these issues and thus the siRNA libraries produced by them are unique in composition. Further the quality of the synthesized siRNA is critical for minimizing any toxic affect. Qiagen uses a proprietary synthesize method for generating the oligonucleotides and a proprietary purification process to ensure a high quality product. Further the libraries have been organized in such away as to enable rapid utilization of the siRNAs in the assay systems being developed for using these resources. Changing variables at this time will be detrimental to current research in progress. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 1:00 pm EST on August 21, 2006. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to holdcram@exchange.nih.gov. It is the vendor?s responsibility to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration/certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
