- SECURE WIRELESS TECHNOLOGY AT Y-12. This is notice of intent to award a sole source contract and is not a request for proposals. The National Nuclear Security Administration intends to award a sole source contract to Next Wave Technologies, LLC, a qualified HUBZone small business firm, pursuant to subpart 19.1306 ???HUBZone sole source awards??? of the Federal Acquisition Regulation. THIS IS NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NNSA will award a sole source contract to HUBZone small business firm Next Wave Systems, LLC to use its expertise in wireless networks and mobile communications to develop and install a standardized wireless network configuration at the NNSA Y-12 plant utilizing the Motorola MESH product and Command, Control, Communication, and Intelligence (C3I) software developed from Lawrence Livermore National Laboratory (LLNL). In phase one of the project, the Y-12 site will be characterized and a design of a wireless system based upon the Motorola MESH and the LLNL C3I systems. In phase two, this project will install sufficient Motorola MESH equipment to provide a self-healing, self-forming (MESH) wireless network that will service the entire Y-12 site. Small Business HUBZone firms that want to challenge the sole source nature of this acquisition must submit a letter of interest that clearly demonstrates the challenging firm???s ability to provide the work described above. Interested HUBZone firms must submit their letter of challenge and Statement of Capability no later than 3:00 P.M. MDT August 28, 2006 to David A. Nienow, Contract Specialist, NNSA Service Center (HAD/TSD), P. O. Box 5400, Albuquerque, NM 87185; telephone number 505-845-6072; email dnienow@doeal.gov. All Statements of Capability must include company name, mailing address, and company size, and HUBZone status. Information submitted in the Statement of Capability should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed, and (2) Personnel: Name, professional qualifications and specific experience of personnel who may be assigned as project officer. The Statement of Capability will be limited to 3 pages in addition to resumes and pertinent samples of documentation. A determination by the Government not to compete this proposed commercial item contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is an intent to award notice, therefore proposals cannot be submitted directly on this notice.
