Description

***The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with AMEC NNC Limited, in the United Kingdom, for the purchase of proprietary chemicals and products.*** ***Sole Source is determined based on the following: The NIST/Center for Neutron Research is currently utilizing a proprietary process from AMEC NNC Limited to maintain the thermal shield system. The chemicals being purchased are manufactured by AMEC NNC Limited and are the only chemicals that are 100 percent compatible with their proprietary process. Use of any other chemicals would not allow NIST to maintain the thermal shield system. AMEC NNC Limited is the sole manufacturer and distributor of these proprietary chemicals.*** ***Delivery shall be FOB Destination, Gaithersburg, MD.*** ***The North American Industry Classification System (NAICS) code for this acquisition is 325998, and the size standard is 500 employees.*** ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 21, 2006.*** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
