- The subject requirement is for acquisition of one NSN(s). This proposed procurement includes items within the Federal Supply Class 4730. See Note(s): 9, and 26. The requirement will result in an award of an Indefinite Quantity Contract for which delivery orders may be placed for one (1) year. The solicitation will be available in FedBizOpps on or about 28 August 2006 at http://dibbs.dscc.dla.mil/rfp. The scope of this contract includes the acquisitioning of an item with an AMC/AMSC code of 1C. This AMSC code implies that this part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity that has jurisdiction over the part in the intended application. If at least two sources are approved or if data is adequate for an alternate source to qualify with the design control activity's procedure AMCs one or two are valid. Parts procured under this NSN are candidates for other than full and open competition. The delivery for this acquisition will be on an FOB Destination basis. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration (base plus option years) shall not exceed 5 years. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, and past performance evaluation factors as described in the solicitation.
