- NASA/GSFC plans to issue a 102-day contract extension, on a sole source basis, to Information International Associates, Inc. (IIA), for an extension to the period of performance and effective ordering period beginning September 19, 2006, and ending December 31, 2006, for the GSFC Library Services Contract, NAS5-01161. Under the current contract, IIA provides GSFC with the necessary library system maintenance and related services needed for a broad and comprehensive traditional and electronic library and information science support function, encompassing all aspects of information storage, retrieval, and delivery to ensure timely and efficient provision of information resources relevant to the GSFC mission. The primary information resources consist of a dynamic collection of books, journals, documents and multimedia; access to a network of other library collections through cooperative InterLibrary Loan activities; and a wide range of electronic resources created for or accessible through the GSFC Digital Library (http://library.gsfc.nasa.gov), including licensed electronic library assets. The extension is necessary in order to avoid a break in services which would be extremely disruptive to the Center?s library operations and could severely impact library services. If this interim requirement were to be competed, the government would incur additional costs, primarily associated with the transition of a new management staff and its phase-in efforts to develop and coordinate staffing levels, schedules, and work requirements. The training and time required to enable a new contractor to provide the necessary level of technical and professional services during the interim period would exceed the time required to award the follow-on contract. The contract extension provides a continuity of support unavailable on the open market without a significant and expensive learning curve that would result in unacceptable delay in meeting the government?s requirement. Exposing the Center to a transition activity in such a relatively short period of time is not efficient or cost effective as it would cause substantial duplication of costs. Extending the current contract will keep the possibility of negative impacts to Center library services to a minimum. This procurement is authorized under (FAR) 6.302-1, 10 U.S.C. 2304(c)(1) ?Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 25, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Written responses may be e-mailed or faxed. All responsible sources may submit an offer which shall be considered by the agency.
