Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offerors are being requested to quote on this requirement and a separate written solicitation will not be issued. The Exploration Systems Mission Directorate (ESMD) Constellation Program of the National Aeronautics and Space Administration (NASA) is responsible for developing the Crew Exploration Vehicle (CEV), Crew Launch Vehicle (CLV), Cargo Launch Vehicle (CaLV) and related exploration architecture systems that will provide humans the capabilities necessary to travel and explore the solar system. NASA/MSFC is currently in the planning for the Crew Launch Vehicle (CLV) Upper Stage. See information posted to the website http://exploration.nasa.gov for additional information on the overall Upper Stage acquisition strategy. The 2195 Aluminum Lithium alloy has been base lined for the Crew Launch Vehicle (CLV) Upper Stage. This alloy will be needed in thick plates, thin plates, and ingots to satisfy the needs of various components to be manufactured. NASA/MSFC intends to acquire the development needs, not available from existing inventories, through this procurement. NASA/MSFC has a requirement to procure 270 each 2195 Aluminum Lithium Thin Plates and 80 each 2195 ingots for non-plate requirements. This procurement will be a Firm Fixed Price Performance Based Contract. Subsequent 2195 Aluminum Lithium Thin Plates/Ingots needs will be procured through the CLV Upper Stage Production, scheduled for award in the summer of 2007. The NASA specifications for 2195 Aluminum Lithium are export-controlled; therefore, offers will only be accepted from those offerors who qualify and certify as a U.S. person in accordance with 22 CFR 120.15 of the International Traffic at Arms Regulations (ITAR) or proper approval from the Department of State. The specifications may be accessed electronically through a secure environment at http://exploration.nasa.gov/acquisition/clv.html . Please refer to the CLV 2195 Aluminum Lithium Specifications in submitting your quote. This notice is being issued as a Request for Proposal (RFP) for a Firm Fixed Price Performance Based Contract for the Aluminum Lithium Plates and Ingots to support the CLV Upper Stage Project. The solicitation document and provisions and clauses in the RFP are those in effect through Federal Acquisition Circular 05-11. This acquisition is not a small business set-aside. However, the NAICS Code and the small business size standard for this type procurement are 331315 and 750, respectively. A list of the contract line items, quantities, and delivery dates are referenced on page 12 of the attached model contract. Please refer to these line items in submitting your quote. For a description of requirements for the items to be acquired, please refer to the Performance Work Statement in the attached model contract and the NASA specifications for 2195 aluminum lithium. All responsible sources may submit an offer for consideration by NASA. Delivery shall be FOB Destination to Marshall Space Flight Center and all shipping cost should be inlcuded in your proposal. The DPAS rating for this procurement is DO-C9. Offers for the items described herein are due by 12:00 p.m.,local time, on Monday, August 28, 2006 to Okoro D. Leslie, PS41, George C. Marshall Space Flight Center, Marshall Space Flight Center, AL 35812, Bldg 4203, Room 3134, in accordance with the Instructions to Offerors included herewith and must be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. For additional instructions, please refer to the attachment entitled ?Instructions to Offerors.? FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable without change to this acquisition. The Government will award a contract/purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offors: Technical Acceptability, Past Performance and Price. With respect to FAR 52.212-1(a), please refer to attached Evaluation Criteria in submitting your quote. A Model Contract is attached herewith so that the Government may go straight to award without discussions if appropriate. Offerors shall complete items required on SF 1449 of the Model Contract, to include blocks 12, 17a, 26, 30b, and 30c and blocks 11 and 17b if applicable (pdf. file). In addition, offeror shall complete the unit price and amount (labeled blocks 23 and 24) on page 2 for each line item (word file). The proposed amount for the Aluminum Lithium Thin Plates and Ingots has been divided into 3 separate deliverables as indicated in the Performance Work Statement. Each offeror shall provide three completed copies with original signatures in block 30a and two additional copies of the SF 1449 of the Model Contract with its offer. The SF 1449 attached is a pdf. file and cannot be changed electronically. Offerors should enter info required above in the pdf. file before signing copies. Offerors shall use only page 1 (SF 1449) of the pdf. file. Pages 2-12 and attachments are located in the word document identified as the Model Contract.
