- NAICS Code: 541710 The U.S. Environmental Protection Agency (U.S. EPA) has a requirement for data, materials, and support for several projects currently being conducted by the Environmental Protection Agency's (EPA), the National Exposure Research Laboratory (NERL). The following projects would be supported by this service: The FY06 Office of Research and Development (ORD) Pilot: Bioavailability and bioaccessibility of arsenic in soil, the EPA/NERL's collaboration with the National Risk Management Research Laboratory on the Chromated Copper Arsenate dislodgeable coatings research, and the EPA/NERL's toxic element bioavailability research. This action is being pursued on a sole source basis. Ohio State University (OSU) has unique soil samples necessary to provide comparability with our research in EPA/NERL and is the only source for these unique soils. OSU is the only source for the twenty-one soils used in Bradham et al., 2006, Environmental Toxicology and Chemistry 25(3): 769-775. The soils are unique because the soils were statistically pre-selected for a wide range of soil properties, individually amended with the same total concentration of arsenic (250 mg/kg), lead (2000 mg/kg), and cadmium (50 and 300 mg/kg) , and were aged for a several months following amendment. Failure to obtain the OSU's unique materials and expertise will directly impact the development and verification of the EPA/NERL's in-house toxic element research. NAICS Code 541710 applies with a small business size standard of 500 employees. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
