- NAICS Code: 333923 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-06-00254 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-09. The associated North Industry Classification System (NAICS) is 333923 and the business size standard is 500 employees. The Environmental Protection Agency (EPA) anticipates that a purchase order will be awarded as a small business set-aside, firm-fixed price purchase order using Simplified Acquisition Procedures. This procurement is for the acquisition of an electro-hydraulic winch spooled with a single conductor electro-mechanical sea cable, ? inch, 3000 meters, terminated for a Conductivity, Temperature, and Depth (CTD) unit, with slip rings. Offerors should review the complete critical specifications listing posted with this Request for Quotation on EPA's website at the following address: http://www.epa.gov/oam/rtp-cmd. Click on the REQUEST FOR QUOTATION section and click on the solicitation. The winch and cable system shall be delivered f.o.b. Destination to Seaward Services, 225 East Dania Beach Blvd, #220, Dania Beach, Florida 33004 for installation aboard the US EPA research vessel, OSV BOLD. The Government intends to award a single order to the lowest price quote that meets all Government specifications. Quotations must include sufficient material (such as narrative technical specifications, photos, brochures, etc.) to permit the government to determine that the proposed winch and cable system will meet the EPA's critical specifications. Any specific variances from the specifications shall be addressed by the vendor with respect to how the vendor=s proposal provides alternative equivalence. The Government reserves the right to require additional pricing information, if necessary, to determine that the proposed price is reasonable. The following FAR provisions shall apply to this solicitation: 52 212 1, Instructions to Offerors Commercial Items. All offerors are to include, with their offer, a completed copy of provision 52.212 3, Offeror Representations and Certifications Commercial Items. The following FAR clause applies to this acquisition: 52.212 4, Contract Terms and Conditions Commercial Items.
