Description
The Marine Corps Air Station, Cherry Point, NC has a requirement for a coal yard portable stacker conveyor. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-06-T-3357 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11 and Defense Acquisition Circular 98-78. This acquisition is under the North American Industry Classification System code 333922, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract for the following item: One (1) each, custom-built Coal Yard Portable Stacker Conveyor, manufactured, delivered and warranted for MCAS Cherry Point, North Carolina. Function: The Coal Yard Portable Stacker Conveyor (hereinafter called the conveyor) is basically a self-propelled, hopper-fed, height-adjustable conveyor for the purpose of moving coal in the yard, either to the stacks or from the stacks to the Steam Plant Input Conveyor. Description: Size: 36 inches by 100 feet, with a lift of 32 feet (i.e. conveyor will deposit coal to the top of a 32 foot high pile) and will convey coal at a rate of 450 Tons per Hour. Conveyor shall be capable of power radial travel self propulsion through a reversible hydraulic drive to one wheel. Belt Speed shall be 400 FPM. Power shall be supplied by a Diesel engine , 4 cylinder, 4.41 liter Caterpillar 3054C, or equivalent supplying 60 HP continuous at 1800 RPM. Hydraulic Pumps: Main pump shall be rated 2750 PSI at 40 GPM (Parker/Commercial P350 or equiv), with an auxiliary pump rated 4000 PSI at 2.5 GPM (Parker/Commercial P505 or equiv). Conveyor Motor shall be SAI GM3 425 Hydraulic Motor with RES 800 planetary gearbox providing 35,000 in-lb at 72 RPM, or equivalent. The Head Pulley shall be 20? diameter with Holtz (or equiv) slide lagging and have a head shaft dia of 4 7/16?. The Tail Pulley shall be 16? dia with a tail shaft dia of 3 7/16?. The Snub Pulley shall be 12? dia, lagged, with a snub pulley shaft dia of 2 15/16?. The belt shall be two-ply 3/16 X 1/16. The belt cleaner shall be Martin primary with twist tensioner or equiv and the take up shall be a 36? top protected screw takeup at tail. The Troughing Idlers shall be CEMA C5 or equiv, 4 ft cc, and the Return Idlers shall be CEMA c5 rubber disc or equiv, 10 ft cc. Safety Stop Switch and Cord shall be provided at both sides at the tail section. Truss Chord Angles shall be from 3? X 5? X 1/4?, and Lattice Angles shall be 2? X 2? X 3/16?. Power Radial Travel shall be provided by reversible hydraulic drive to one wheel with control valve. Height adjustments by hydraulic cylinder raise and lower with P6C6 (or equiv) pilot check valves. Swivel wheels and swivel plate shall be provided. Tires to be 10.00 X 20. Receiving Hopper shall be 8? by 10? with rack and pinion gate adjustment. Contractor shall deliver two sets of User Manuals, two sets of Maintenance/Repair Manuals and two sets of detailed reproducible drawings (may be electronic) with conveyor. Contractor shall warrant against defects in materials and workmanship for a period of one year following receipt by MCAS Cherry Point. The delivery requirements are FOB destination and are to be delivered to Marine Corps Air Station, Cherry Point, NC 28533. Quote the earliest possible delivery date. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (JAN 2006). FAR 52.212-3, Offer Representation and Certifications-Commercial Items (MAR 2005), Alternate I (APR 2002). A completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (SEPT 2005). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items FEB 2006), to include clauses (5) (14) (15) (16) (17) (18) (19) (20) (26) and (31). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUN 2006), applies with the following clauses applicable for paragraph (b); (12) 252.225-7036, Buy American Act?North American Free Trade Agreement Implementation Act?Balance of Payment Program (JUL 2006) (ii) Alternate I (JAN 2005); (17) 252.232-7003 Electronic Submission of Payment Requests (MAY 2006) and (20(i) 252.247-7023, Transportation of Supplies by Sea (MAY 2002). Evaluation Factors: The Government will award a purchase order resulting from this Request for Quotation to the technically acceptable, responsive, responsible offeror based on price and delivery alone. This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-A1C. All quotes must be received no later than 3:oo p.m., local time, August 24, 2006.
