Description: The NAVY EXPERIMENTAL DIVING UNIT, Panama City, FL. intends to procure via Simplified Acquisition Procedures, Sole Source to Luna Innovations of Blacksburg, VA. ECBA bubble counter device to address the unique needs of the diving and decompression research. The device shall automatically detect, quantifies, sizes, and scores intravascular and tissue bubbles that may be indicative of decompression sickness (DCS) risk.
