Description
The Naval Air Warfare Center, Aircraft Division (NAWC-AD), Patuxent River, Maryland intends to contract on a SOLE SOURCE basis with the University of California at Riverside, California (UCR) for engineering support which will result in a Quality Assurance Project Plan (QAPP) for Particulate Emissions (PM) Testing for the Joint Strike Fighter (JSF) program. Recent changes to the United States Clean Air Act (CAA) requires accurate estimates of size, distribution, and chemical species of particulate matter (PM) less than 2.5 micrometers in diameter emitted from military aircraft. The Environmental Protection Agency (EPA) provided guidance on the development of an interim Particulate Matter (PM) test method for the JSF that is more accurate, less expensive and less time consuming than the EPA Method 5 currently employed. Specifically, the QAPP for PM Testing for the JSF and other military aircraft must be approved by the Environmental Protection Agency (EPA) to be in compliance with the CAA. The QAPP must meet all requirements specified in ?EPA Requirements for Quality Assurance Project Plans,? EPA/240/B-01/003, March 2001 (QA/R-5). UCR has previously developed compliant QAPPs for both the EPA and the California Air Resources Board and has been an active participant in EPA supported state-of-the-science PM testing. The Navy will benefit from unique lessons learned from all testing previously performed by UCR in development of QAPPs with cross applicability to the Navy?s requirement. The cost to bring another contractor up to speed on this effort, from the ground up, would be prohibitive and is not expected to be recovered via competition. The required delivery date for an EPA approved QAPP is April 2007. The estimated value of this procurement is less than $80,000. Numbered Note 7 applies. NAICS Code: __541710__________________
