Description
This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Any request for copies of solicitation s will not be addressed since this is a request for information, not a request for proposal. It is requested that information in response to this RFI be submitted NO LATER THAN September 7, 2006 to Alice Tornquist, Contract Specialist, Naval Air Warfare Center Aircraft Division, Code 25211B562-3C, Highway 547 Lakehurst NJ 08733 or by email to alice.tornquist@navy.mil. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Respondents may provide information on any currently available product that meets the Navy?s requirements. The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ is requesting information pertaining to the availability of Commercial-Off-The-Shelf (COTS) reliable devices to function as an Oxygen Component Test Stands. These test stands are to be used to conduct functional checks, tests and maintenance on aviator breathing oxygen regulators, C2 passenger oxygen regulators, oxygen hose assemblies, aneroid-activated initiators, oxygen connectors, pressure reducer assemblies, and high pressure manifold and check valve assemblies. The desired stand will be capable of testing 100% oxygen, diluter demand and positive pressure oxygen regulators, oxygen hose assemblies, aneroid-activated initiator assemblies, pressure reducer assemblies, high pressure oxygen manifold and check valve assemblies and oxygen connectors. Features desired in the test stand include: 1) compact design and portability for shipboard use; 2) latest technology in automated test functions, digital displays, and vacuum pumps; 3) option to conduct tests without degration in manual mode; 4) EMI hardened; 5) test chamber sized to accommodate all USN O2 regulators, including the CRU-103 Navy Combat Edge regulator; and 6) accurate measurement of altitude, outlet flow, oxygen concentration (% O2), regulator outlet pressure, leakage flow, relief valve test, anti-g functions and flow/suction test. The test stand should simulate altitudes from sea level to 50,000 above sea level. Electrical service should be 120 VAC single phase, 60 Hz.
