Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 6.302-1) with Olympus America, Inc. 3500 Corporate Parkway Center Valley, PA 18034 as the only responsible source (unique capability) that can provide the brand name only equipment to include: 1) CF-H180AL Evis Exera II High Definition Colonovideoscope with NBI Compatibility; 2) GIF-H180 Evis Exera II High Definition Video Gastroscope with NBI Compatibility; 3) CV-180 Evis Exera II Video Processor with High Definition and NBI Compatibility; 4) CLV-180 Evis Exera II 300W Xenon Light Source with Coated filter for NBI, Surgical Product Compatibility; 5) WM-NP1 Video Procedure Cart (Narrow); 6) MAJ-181 Flat Panel Swing Arm Flat Panel Swing Arm; WM-WP1 Video Procedure Cart (Wide); 7) MAJ-179 Sliding Keyboard Arm Sliding Keyboard Arm; 8) MAJ-183 Scope Pole Kit Scope Pole Kit. The facility receiving the equipment has an existing inventory of Olympus scopes in good working condition which would have to be replaced were any other manufacturers products procured, therefore, the Government would incur a significant duplication of cost to purchase the scope from another manufacturer. In addition, the Olympus scope has the widest field of view known of any current scopes on the market. Their 170 degree field of view colonoscopes provide the ability to compare a substantially larger amount of tissue at the same time without repositioning the scope. This acquisition is being conducted under Simplified Acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received within 7 days after publication of this synopsis will be considered by the Government to include capabilities to provide sufficient quantities. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Work or Adobe PDF attachment to Sandra A. Musgrove at samusgrove@nmlc.med.navy.mil. Statements are due by 1600 (4:00 PM) Eastern Time 15 August 06. No phone calls accepted.
