- SPECIAL STUDIES AND ANALYSIS - NOT R & D. Under the authority of FAR 6.302-1, the U.S. Fish and Wildlife Service (Service), Region 3, intends to procure on a sole-source basis with the Minnesota Department of Natural Resources (MDNR), services to perform field work and report preparation associated with the conservation and propagation of the federally-endangered Higgins eye pearlymussel (Lampsilis higginsii) within its historic range on the Upper Mississippi River (UMR). This project is a component of the biological opinion for the federal 9-foot Navigation Project issued by the Service in 2000. The MDNR has assisted surveying mussels in the UMR and tributaries, collecting gravid female mussels for propagation, propagating juvenile Higgins eye in cages, relocating subadult and adult mussels to population establishment sites, monitoring invasive zebra mussels, and preparing necessary reports. This is a simplified acquisition with an estimated value of less than $100,000. Award of a purchase order is anticipated to be approximately August 18, 2006.
