Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. U.S. Army Space and Missile Defense Command (SMDC) intends to issue a contract to Sanz Inc, Englewood CO through solicitation no. W91260-06-T-0016 pursuant to the authority of FAR Parts 6. 3, 8.4, 12 and 13.501(a) Sole Source Acquisitions. SANZ Inc will be upgrading Spectral Operations Readiness Center (SORC) Automation systems with required SUN Cluster, Hitachi HDLM, and EarthWhere software, providing system user, administrator and software training to repair critical redundant backup issues and to support SMDC ARSTRAT G2 MASINT NODE mission. The required upgrade consists of contractor (1) providing and installing SUN Cluster, Hitachi HDLM, and EarthWhere software, (2) providing software mai ntenance and technical support for 1 year, and (3) providing system user and administrator training for SORC personnel. Period of performance for software installation and training will be 45 calendar days from date of award of the contract. This is a comb ined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorp orated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12 dated 04 August 2006. The proposed contract action is for providing required software, software licenses, software maintenance, technical support and train ing for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. SANZ Inc holds the license and modification r ights to the required EarthWhere software and is the only known source for subject EarthWhere software, software maintenance, technical support and training support. A justification for Other than Full and Open Competition has been prepared in support of t his acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Execu tive Orders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal.
