Description
The U.S. Army Corps of Engineers, Philadelphia District is issuing a Request for Quote (RFQ) to acquire two (2) propellers-one (1) right hand (starboard) propeller and one (1) left hand (port) propeller. The completed propellers shall be delivered to Caven Point, Jersey City, New Jersey 07305. Request for Quote (RFQ) number W912BU-06-T-0073 has been assigned. The NAICS code is 332999, with a size standard of 500 employees. This is a combined synopsis/solicitation for commercial items prepared in accor dance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation with not be issued. The solicitation do cument and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, 2001-20. SCOPE OF WORK I. GENERAL All work required under these specifications shall be performed by a machine shop certified for propeller fabrication, rehabilitation and repair by the American Bureau of Shipping (ABS). All contract work under these specifications shall be performed under the inspection of the American Bureau of Shipping. The contractor shall assume the responsibility of coordinating his/her contract work with the inspection activities and surveyor schedu les of the American Bureau of Shipping. The contractor shall pay for all inspection and quality assurance services required by the American Bureau of Shipping and for any costs and/or fees associated therewith. The contractor shall fabricate two (2) propellers - (1) right hand (starboard) propeller and one (1) left hand (port) propeller. Propellers shall meet all requirements set forth in section II below. The contractor shall quote a price for fabrication of a propeller to the specifications below. The price quoted to include delivery to Caven Point, Jersey City 07305. II. TECHNICAL SPECIFICATIONS 1.) Propeller General Description Type: Fixed Pitch Propeller Diameter: 78 inches No. of Blades: 4 Rotation: Left Hand and Right Hand Material: Nickel Aluminum Bronze - A.B.S. Grade IV Keyway: 1.375 inches wide, .497 inches deep Propeller Shaft Diameter: 6-1/2 inches Hub Length: 16-3/8 inches Hub Outer Diameter: 10-5/8 inches Certification: American Bureau of Shipping 2.) Propeller Design Parameters a.) Engine Description: Rated Horsepower and RPM: 975 BHP @ 900 RPM Gear Reduction: 2.758 to 1 b.) Vessel Speed @ Rated Engine BHP & RPM: 13 knots 3.) Propeller Specific Features a.) The contractor shall determine the optimum propeller Developed Area Ratio (DAR) and Pitch based on the above listed engine power, RPM, reduction ratio, and vessel speed. Wake fraction shall be assumed at 0.20. Minimum propeller DAR shall not be less than 0.50 b.) All propeller blades shall have anti-singing trailing edges. c.) The propeller hubs will be sized and bored for a 6-1/2 inch diameter propeller shaft with SAE J755 Standard taper and keyway. d.) Propeller hubs shall be provided with jacking bolts. e.) Propellers shall be ABS Certificated. f.) Propellers shall be fabricated and balanced to ISO R484 Class II tolerances. An ABS Statement of Fact for each propeller shall be provided stating that propellers have been measured in accordance with ISO R484 requirements, and all ISO R484 Class II requirements have been met. Delivery is required FOB Destination to Caven Point, Jersey City 07305 within 6 weeks after receipt of award. The provision at FAR 52.212-2, Evaluation Commercial Items applies. The evaluation factors are price and delivery. Price is the most important, bu t compliance with the 6 weeks delivery requirement will be verified. The provision at FAR 52.212-3, Offeror Representative and Certifications-Commercial Items, must be completed and returned with the offer. The provisions at 52.212-1, 52.212-4, and 52.212- 5 apply. Standard comme rcial warranties are acceptable for all items. The above provisions are available for download at http://farsite.hill.af.mil/. All contractors are required to be registered in the DODs Central Contract Register (CCR) before award as required by DFARS 204.7300.
