Description

Heavy Construction Services for Commercial and Institutional Buildings, Solicitation Number, W9126G-06-R-0072 will be issued in fifteen (15) days from the date of this synopsis being published. Heavy Construction Services is being solicited for the L ittle River Project Office, Belton, Texas, for the following lakes (Belton, Stillhouse Hollow, Georgetown, Granger, and Canyon Lakes). The Contract Specialist for this solicitation will be Earnestine D. Cooper, 817-886-1044; or by e-mail at earnestine.coo per@swf02.usace.army.mil. This will be an Indefinite Delivery/Indefinite Quantity Type Contract. The U.S. Army Corps of Engineers  Fort Worth District, is soliciting for and to award a contract for some sixty specified construction services, with materi als when specified, on an as-needed basis, ranging from maintenance and repair activities to new construction, at five separate lakes, with roads, facilities, and grounds, within a geographic area of approximately 150 miles in the central Texas area. The lakes included within the proposed contract are Belton, Stillhouse Hollow, Georgetown, Granger, and Canyon. The proposed contract is an Indefinite Delivery/Indefinite Quantity contract, issued for a period of performance from the date of contract award th rough 30 September 2007 for the year Base and four, one-year Options. Option Year unit prices will be based on the Economic Price Adjustment Factor, (Construction Cost Index), as published by ENR Magazine, applied to the Base Period unit prices. Performa nce and Payment Bond requirements shall be in accordance with FAR 52.228-15, as stated in the current issue of Federal Acquisition Regulation. The contractor is responsible for furnishing various construction, repairs, and paving services, including equi pment, personnel, supplies, fuel, maintenance, supervision, and materials when specified, to perform certain construction tasks in accordance with contract terms, specification, descriptions, and drawings, as ordered by individually issued Task Orders exec uted by a designated official. Construction Services to be performed under this proposed contract will consist of, but not be limited to, such work tasks as equipment rental, with operators; concrete placement; road building/maintenance; furnish, deliver, and spread materials; utility installations; fencing; paint application; vehicle barrier placement; campsite development; etc. Interested contractors should anticipate some periods of contract inactivity, as well as issuance of multiple Task orders for s imultaneous performance at single or multiple lake locations throughout the life of the contract. Estimated Construction Cost Range is $5,000,000 & $10,000,000. UNRESTRICTED Solicitation W9126G-06-R-0072 will be issued on or about 25 August 2006, with proposals due on or about 3 October 2006 (unless otherwise stated in the solicitation). This contract will be based on best value to the Government, which may or may not result in accepting the lowest priced offer. There will be no public bid opening. It is anticipated that when combined, the evaluation factors will be approxim ately equal to cost or price. HUBZone price evaluation preference will be applied to all qualified HUBZone small business concerns, provided that the HUBZone concern has not waived their evaluation preference and their price proposal is not more than 10% a bove the lowest large business concerns price. Plans and specifications will not be provided in a hard paper copy. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well. The Fort Worth District FY06 Subcontracting Targets (expressed as a percentage of the contractors total planned subcontract amount) are as follows: Small Business 51.2%; Small Disadvantaged Business 8.8%; Women-Owned Small Business 7.3%; HUBZone Small Business 3.1%, and Service-Disabled Veteran-Owned Small Business 1.5%.
