- The US Army TACOM-Picatinny, Picatinny Center for Contracting and Commerce, Picatinny Arsenal, NJ 07806-5000 is issuing a Market Survey to identify potential sources to fabricate, test and deliver approximate 900,000 each M211 Infrared Countermeasure Decoys (Army & Air Force) over a one (1) year period of time, at a delivery rate of approximately 80,000 per month subject to the availability of funds. These decoys are an integral part of the Infrared Countermeasures Munition (AIRCMM) Solution, and the AIRCMM is essential to provide U.S. aircraft protection against advanced air-to-air and surface-to-air infrared weapon systems as an effective solution against infrared seeking Man Portable Defense (MANPAD) missiles. These decoys will be manufactured to fulfill an ongoing need for Operation Enduring Freedom and Operation Iraqi Freedom. Since these decoys are to fulfill current requirements, the contractor must be able to meet an expedited delivery schedule. The top level drawing for the M211 Decoys is 12988788 and is marked Distribution D. The M211 Decoy is built to a Performance Specification #PRF12988788, which is also marked Distribution D and contains a classified appendix. Although the Government does have a TDP, the payload material used in the TDP is proprietary to Alloy Surface Company. This market survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding to support current or future production efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. Interested parties are requested to provide information regarding relevant capabilities which includes, the capacity for manufacturing and the production of the Government Required monthly quantities for the M211 Infrared Countermeasure Decoys and their testing experience. Responses should include the companies current business structure: (a) name of Company ??? include contact person???s name, company address, telephone numbers (voice and fax), e-mail address, (b) Company size (ie: large, foreign, small disadvantaged, veteran owned, woman owned, etc). Included in the submission should be current major manufacturing processes, critical skills and equipment, and current production capabilities, which should include the maximum production rate attainable and minimum sustaining rate. Also identified should be the organization???s facilities, equipment, unique capabilities, environmental concerns, storage, shipping, receiving and other support functions, such as testing capabilities for conducting acceptance testing of the end product. ???Distribution D??? is a restrictive marking which limits distribution to Department of Defense components and their contractors. In order to obtain Distribution D documents interested parties are to follow the following procedure: A completed AMSTA-AR Form 1350, Technical Data Questionaire and the signed and approved DD Form 2345 ???Military Critical Technical Data Agreement??? must be submitted to U. S. Army TACOM-Picatinny, ATTN:AMSTA-AQ-APA, Maria Robertson, Bldg. 10, Picatinny Arsenal, NJ 07806-5000, E-mail: mroberts@pica.army.mil, Telephone (973) 724-8543/Fax (973) 724-2722. The DD Form 2345 can be obtained at: www.dlis.dla.mil/jcp. At the top of the website page, open ???Library??? on the blue bar. Scroll down to the ???Other Forms??? section on the page and double click on ???DD Form 2345???. To obtain the AMSTA-AR Form 1350, Technical Data Questionaire, contact Maria Robertson. The above referenced documents contain restrictive markings and will not be released until a signed and approved DD Form 2345 is received along with the AMSTA-AR 1350. In order to received the classified portion of the Performance Specification, interested parties must provide the cage code of the facility and the name and social security number of the individual requesting the classified data. This information will be used to verify the status of the companies facility clearance and the individual???s clearance status, in accordance with the National Industrial Security Program (NISPOM) DoD 5220.22-M, DoD 5200.1-R. and Army Regulation 380-5.
