Description
Note 24 applies to this requirement for Architect-Engineer related services required for Archaeological Surveys, Ravenna Training and Logistics Site, Portage County, Newton Falls, Ohio for the Ohio Army National Guard. Services will include the foll owing: Phase I Archaeological Survey of apporximately 855 acres of heavily forested land and a small portion with brush. The Archaeological Survey will determine eligibility for listing on the National Register of Historic Places and if the proposed proj ect would have an impact on those properties. The Phase I Archaeological Survey shall consist of an exhaustive search and comprehensive review of existing literature and records for the entire survey area and a Phase I field examination of the area using survey methodologies acceptable to the Ohio Historic Preservation Office. The contractor will analyze all data gathered and prepare a comprehensive investigation report. The contractor may also be called upon to serve as the Ohio Army National Guard liai son with the Ohio Historic Preservation Office personnel responsible for reviewing the report. The Performance Period is 270 days from the Notice to Proceed. Evaluation Criteria, in descending order of importance are: 1. Professional Qualifications nece ssary for satisfactory performance of required services. 2. Specialized experience and Technical competence in the type of work required including where appropriate, experience in energy conservation, pollution prevention, waste reduction and the use of r ecovered materials. 2. Capacity to Accomplish Work in the required time. 4. Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. 5. Location in ge neral geographical area of the project and knowledge of the locality of the project, provided that application of this criterion leave an appropriate number of qualified firms given the nature and size of the project. 6. Volume of Work awarded by the Depa rtment of Defense during the last twelve (12) months. Final selection procedure may include personal or telephone interview. A Firm, Fixed-Price contract is comtemplated to award not later than 30 September 2006. Project Magnitude is between $25,000.00 and $100,000.00. The Department of Defense requires current and complete registration in the Central Contractor Register (CCR) database at www.ccr.gov prior to award of any contract or order. Submission Requirements: Qualified firms desiring consideratio n shall submit one copy of their SF 330 (copies must be less than one year old).
