Description: a. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals ar e being requested and a written solicitation will not be issued. The solicitation number is W9133L-06-R-0039 and will be issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Fe deral Acquisition Circular (FAC) 05-12. b. The Government intends to contract directly with Motivational Productions for presentation of their copyrighted multimedia production, Freedom Calls. Motivational Productions has produced and copyrighted a multimedia presentation entitled, Freedom Call s, which presents a clear anti-drug message for students focused on the middle and high school ages. We intend to contract to have this production presented in conjunction with our Drug Demand Reduction (DDR) education program conducted by the National Gu ard Counterdrug Program. The Government will contract for presentation of this copyrighted multimedia production, Freedom Calls, at various public schools throughout the nation to enforce the DDR educational message of avoiding drug use by students and ma king right choices for a drug-free lifestyle. c. The National Guard will contract with MP for 564 presentations of this multimedia production during the upcoming 2006-2007 academic school year. The contractor will be required to travel to each school location, set-up the audio/visual presentation equ ipment, present the copyrighted multimedia production, Freedom Calls, at the appointed time, and remove the audio/visual presentation equipment at the completion of the event. The contract period of performance will be for the 2006-2007 academic school ye ar and the summer term of 2007. d. The provision at 52.212-1, Instructions to OfferorsCommercial, applies to this acquisition. e. Offeror is required to include a completed copy of the provision at 52.212-3, Offeror Representations and CertificationsCommercial Items, with its offer. f. Noncompetitive Contract Action: The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The source is Motivational Productions. This is a sole sourc e requirement because MP owns the exclusive rights in data for the copyrighted multimedia production, Freedom Calls. 20. Place of Contract Performance: Places of performance will be throughout the 50 states at public school locations arranged by National Guard personnel within the Counterdrug DDR program. 21.
