Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. F5F3CM6200A200 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-109, Effective 28 Jul 2006. This is a 100% small business set-aside NAICS Code 562910 size standard $12 million. The contractor shall provide all labor, supervision, transportation, equipment, tools, materials, and other items and services necessary to perform: Asbestos Containing Material and Lead Based Abatement at various facilities located on March ARB, CA. a) Bldg 1223, Bldg 466 and Gilley houses #246 & 242: Removal and disposal of asbestos containing window putty from 1 window at Bldg 1223. Removal of vat and enastic from 1 closet at Bldg 466 and remove loose and flakey lead paint and deteriorated plaster around fireplace at Gilley houses # 246 & 242. This project needs to be completed in one day. Exclusions: Removing contents from rooms. b) Unit 382 & 383: Remove and dispose of loose and flaky lead based paint from interior surfaces. Sand edges for a smooth transition. Patch holes in walls. c) Bldg 440: Removal and disposal of accessible asbestos containing floor tile, carpet and associated mastic from Bldg 440, Offices 200 through 211. Exclusions: Removing contents from rooms. d) 625 Riverside Dr. Room 215 (Auditorium Only): Removal and disposal of approximately 1075 square feet of asbestos containing floor tile, mastic and associated carpet. Cut existing bolts level with floor. Exclusions: Removing chair, furniture etc. from auditorium. e) Bldg 1203: Removal and disposal of accessible asbestos containing tile, mastic and carpet. Approximately 475 square feet located in rooms 147, 148 and storage room. Exclusions: Removing contents from rooms. f) Bldg 356, Rooms 16 and 18: Removal and disposal of asbestos containing drywall approximately 70 square feet in 2 locations. g) Bldg 434: Removal and disposal of loose and flakey lead based paint from exterior roll up door. Door will be encapsulated. h) Bldg 440: Removal and disposal of lead based paint from exterior concrete pavement. (Painted Lines). Prior to beginning the work, the contractor shall indicate to the Government any operations that may inhibit normal traffic flow. The contractor and all workers shall wear proper safety gear while working on or around the base. Start date will be coordinated with Project Manager. The government will consider Asbestos Containing Material and Lead Based Abatement experience/expertise and price in its evaluation of quotes. Quoters should provide a one page listing of experience and/or expertise in completing of jobs of similar size and scope. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, applies to this acquisition. Offerors need to include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Items or offeror can submit Online Representations and Certifications. This application is an e-Government initiative that has been developed to replace most of the paper based Representations and Certifications (Reps and Certs) process, known as Section K, by creating an Internet application that allows user access 24/7. ORCA is an on-line system that is located on the Internet at http://www.bpn.gov and clicking on Online Reps and Certs Application. 52.212-1, Instructions to Offers-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions required to implement statutes or executive orders-commercial items, applies to this acquisition. U.S. Department of Labor Applicable Wage Rates Wage Determination No. 1996-0223 Revision 20 dated 05/24/2006 is applicable: 23470-Laborer WEST REGION $13.00 and 29090-Environmental Technician WEST REGION $23.10.
