- This requirement is for a short term Advisory/Consultant services to fill the General Henry H. Arnold Chair of AIr and Space Leadership and the AU Dean of Research In Accordance With the below Statement of Work. Scope of Work Statement for the General Henry H. Arnold Chair of Air and Space Leadership (Distinguished Professor) for Air War College The contractor shall be an advisor/consultant to Air War College (AWC) and to Air University (AU) as a whole, serve as AU Dean of Research, and shall: Serve as a liaison to the Chief of Staff of the Air Force to ensure AU research efforts are in line with Air Force needs Advise student research Participate in panel discussions related to the curriculum Provide students with high level research contacts Serve as a senior mentor at AWC and other schools at Air University Lecture and teach as required MINIMUM CRITERIA for General Henry H. Arnold Chair of Air and Space Leadership (Distinguished Professor) position: Retired AF 4-star general officer - We are the Air War College. An Airman's perspective is essential to effective mission accomplishment. A Sister Service senior officer would be of value, but not able to fully articulate the air and space perspective essential to the teaching mission at the AWC. The Command experience-level required (MAJCOM/CC) is, by definition, a 4 star billet. This level of expertise provides the senior and strategic level perspectives essential for effective mentoring on strategic issues, leadership, and command at the AWC. Similarly, it is also required the person have similar level (4-Star) leadership experiences in an overseas assignment PhD degree - We area Master's degree granting institution. All civilian faculty hires at AWC that have teaching responsibilities have a PhD in an appropriate field to the AWC's mission. Additionally, as the AU Director of Research, a PhD demonstrates a significant accomplishment in the field of research and brings credibility to the table Command experience both overseas and stateside at the MAJCOM (or equivalent) level - We are to graduate senior leaders well versed in the planning, execution, and command and control of joint and combined operations - BUT with a unique requirement to develop how best to present air and space forces to the Combatant Commander. The relevance of command experience is crucial. This is a Leadership Chair position. Our graduates are going on to command at the senior level, they need the benefit of being mentored by someone who has been successful, multiple times, at the most senior of command positions Extensive international relations experience Teaching experience in a seminar environment The contractor shall make one visit to Maxwell Air Force Base, Alabama. Dates of service are 21 Aug-8 Sep 06 as requested by the Commander, Air University and the Commandant, Air War College. Travel days will be 19 Aug and 9 Sep 06. The contractor shall perform for 14 days in-residence at Maxwell AFB. The contractor shall provide senior leadership and guidance to AWC students and faculty. The contractor will be provided suitable office space within AWC, with a telephone and computer resources. Normal offices supplies ? including access to a fax, scanner, and copier ? will be provided by AWC. Administrative support will also be provided by AWC staff and faculty as needed. The contractor?s principle point of contact for direction (within the scope of the effort) and evaluation will be the Commandant of Air War College. The contractor will be reimbursed for reasonable travel costs (air fare and incidentals) to Maxwell AFB from his place of residence ? and for his return travel back to his place of residence. The contractor shall submit invoices via Wide Area Workflow (WAWF) within 30 days of the completion of travel.
