Description
Response Date: October 10, 2006 TO ALL INTERESTED PARTIES This announcement is posted as a request for information only, for a solicitation that may be posted in FEDBIZOPPS. This request for information is issued to determine whether or not there are qualified sources that will be able to meet the requirements. The Bureau of Prisons (Bureau) is interested in identifying community-based residential programs for sex offenders. Around 12,000 federal inmates have been identified as sex offenders and the reentry needs of these offenders is complex and beyond the scope of our traditional residential reentry programs. If you have an interest in the upcoming solicitation, please provide a written response to the questions below and provide your response to Rebecca Canfield, Contracting Officer via email at rcanfield@bop.gov. You are advised that providing responses to the questions will not automatically include you in the acquisition process for this solicitation. REQUEST FOR INFORMATION 1. Provide the name, address and contact information for your company/agency. 2. Briefly summarize your agency?s experience working with sex offenders in the community. 3. At what location(s) are you currently operating a residential community-based program that is housing sex offenders? 4. Do you require any specialized licensing/certification for your staff? 5. Is your program/facility accredited by any professional organization or entity? If so, who? 6. Briefly summarize your program, number of offenders participating, referral agencies, duration of the program, treatment or program components, number of staff, etc. 7. Does your facility(s) employ any specialized security and/or technology to monitor offender movements, activities, etc? 8. What programs and/or treatments are provided to offenders at the facility? 9 . What accountability practice do you employ while the offender is unsupervised in the community? 10. Are there any zoning issues that prohibit or would slow down the procurement process? 11. Is local or public transportation available in this area? If not, is there an alternative method of transportation for inmates to get to and from work or get to and from their programming appointments? 12. Are there innovations in this area that BOP could benefit from and if so what are they? 13. Are there unique laws or regulations applicable to these services? 14. Is your facility and/or program specially zoned or licensed for the operation of a community-based residential program for sex offenders ? 15. Does your facility/program have local community support If so, how was this accomplished ? 16. What is the size (small, large, non-profit, etc.) and status (8a, veteran-owned, service-disabled-veteran owned, HUBZone, small dis-advantaged business, woman-owned, etc.) of your organization? Should the Bureau of Prisons determine that contracting for these services is the most practical approach, would your agency/organization consider doing business with the Bureau?
