Description
The U. S. Department of Commerce/National Oceanic and Atmospheric/NESDIS/ORFM intends to issue a Firm Fixed price purchase order with Transfinite Systems LTD, Croydon Surrey, United Kingdom on a sole source basis in accordance with the authority of 41 U. S. C. ( c ) ( 1 ), only one source to provide software license as follows: 1. Visualyse Professional Version 5-Single User License with 36 Months Annual Maintenance and Support 1 ea; 2. Visualyse Professional Terrain Module-Single User License with 36 months Annual Maintenance and Support 1 ea; 3. Visualyse Professional Define Variable /Monte Carlo Module-Single User License with 36 Months Annual Maintenance and Support 1 ea; 4. Visualyse Professional Traffic Module-Single User License with 36 Months Annual Maintenance and Support 1 ea.; 5. Visualyse Professional IDWM Module-Single User License with 36 Months Annual Maintenance and Support 1 ea. Period of performance shall be through 2009. Transfinite Systems LTD., is the only known source of such software who provides a complete package incorporating essential elements necessary to accomplish sophisticated analyses required in simulating the radio frequency (RF) interference between two or more satellite networks as well as between satellite networks and terrestrial emitters of radio frequencies. This requirement will be procured in accordance with the Federal Acquisition Regulation (FAR) Part 13, using simplified acquisition procedures. NAICS 511210, 23.M. Offerors certain they can meet the requirement may submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. All responsible sources may submit a quotation which shall be considered by the Agency. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist.
