Description
This solicitation is for NSN: 9150-01-439-0756 - Lubricating Oil, Aircraft Turbine, Engine, Synthetic; QPL applies; NATO code: O-156 / O-154; unit can contains 1 quart; unit quart can shall be of the following dimensions: 4-1/16? DIA X 5-9/16? HT or 401 X 509. Government Lot Acceptance testing is required. QAP 196 applies. Contractor shall select an eight quart sample prior to packaging, and forward with the contractor?s lot analysis to: (1) Commanding Officer, Aerospace Fuels Lab, Det 13 SA/ALC SFTLA, Building 70, Area B, Wright Patterson AFB, OH 45433 & (2) Naval Air Station Receiving Officer; HAZMART Bldg 2385; Sample (AIR-4.4.5), Patuxent River, MD 20670. The sample and lot analysis shall be furnished without charge to the Government and shall be packaged, packed, marked and shipped at the contractor?s expense. A copy of the contractor?s lot analysis shall also be submitted to: Commander, San Antonio ALC, ATTN: SFTT, 1014 Billy Mitchell Bvd., Suite 1, Kelly AFB, TX 78241-5603 within seven days following submission of samples to the addreses previously listed. This NSN is in accordance with (IAW) the following: IAW SPEC NR MIL-PRF-23699F BASIC DTD 04/20/06 AMEND NR 00 DTD 05/21/97 TYPE NUMBER HTS; IAW STD NR MIL-STD-290F REFNO DTD 04/20/06 AMEND NR 00 DTD 07/17/00 TYPENUMBER MIL-STD-290F. Direct access to defense and federal specifications, standards, and related standardization documents is available on the Internet via http://assist.dapsmil or http://www.dodssp.daps.mil. Solicitation will be issued as an Indefinite Quantity Contract, Firm Fixed Price with EPA with one base year plus one option year. Solicitation will not contain progress payments. There are no Surge & Sustainment requirements for this NSN. Pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 74,064 for the base and option years. The Guaranteed Minimum Quantity (Base Year Only) is 18,516. The Maximum Contract Quantity is 111,096 for the base and option years. The Minimum/Maximum per order for the base and option years is 18,516 / 37,032. Solicitation will be issued on an unrestricted basis. This is a commercial item. FOB is Destination. Inspection/Acceptance is at Origin. MSDS and OSHA Hazard Warning Label are required. Quantity Variance is plus 5% or minus 5%. Required delivery is 30 days ARO. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. DLA-Direct delivery will be to Richmond, VA (SRG) & Tracy, CA (AQ5) only. This item is a critical application item. This item is not a Critical Safety Item (CSI).
