Description
POC FOR THIS PROJECT IS MR. ALLEN HARRISON, FAX (251) 694-3626. THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. This project is a Best Value, two-phase design-build solicitation. A detailed project description and overall project performance requirements for this project will be included in the Request For Proposals (RFP) pac kage. The solicitation criteria relies upon industry standards, where allowable, to afford the offeror a degree of design flexibility while meeting certain specific project requirements. The successful Contractor must design and construct complete and us able facilities, as described in the RFP documents. One solicitation will be issued covering both phases. Proposals will be evaluated in Phase One to determine which offerors will submit proposals for Phase Two, and an amendment will be issued to those se lected offerors. Selection of offerors for involvement in Phase Two will be based on technical approach and performance capability. Detailed project design requirements will then be added by amendment to the solicitation at the start of the Phase Two pha se of the Request For Proposals. A limited number of firms will be invited to participate in the second phase. Estimated cost range of the project is from $10,000,000 to $25,000,000. Solicitation/bid documents should be available on or around 29 August 2006. DESCRIPTION OF WORK (Physical Characteristics): Design and Construct a 58,058 SF single four-story building, interior central corridor consisting of concrete or steel frame and foundation including special foundation to accommodate a sloping site; metal stud partition walls; split face CMU exterior walls; structural steel roof framing with standing seam metal roof; double glazed, insulated, aluminum framed windows; HVAC system including individual room controls and conditioned make-up air; complete electr ical system to include electrical equipment, wiring and lighting; fire protection system to include sprinklers and fire alarms; communication system to include cable TV in each sleeping room and lounge, data and telephone lines for each occupant in all the sleeping rooms and the central lounge and computer room; an elevator; supporting facilities of parking, pavements, utilities, and other related site work. The construction of this project will provide Anti-Terrorism/Force Protection (AT/FP) and other phy sical security in compliance with the minimum construction standards. The North American Industry Classification System (NAICS) code for this project is 236220. Note No. 1: EFFECTIVE IMMEDIATELY; the U.S. Army Corps of Engineers, Mobile District, is implementing a new procedure for posting all NEW solicitations. The Mobile District Electronic Bid Solicitations (EBS) system will no longer be used to post solicitat ions. The new system, called Federal Technical Data System (FedTeDS), is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. All prospective contractors and their subcontractors and suppliers must be registered in FedTeDS before they will be allowed to download solicitation information. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution FedTeDS Homepage https://www.fedteds.gov/. Registrati on for plans and specifications should be made via FedTeDS.gov Internet Homepage. The information listed below is required to register: a. Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). b. DUNS Number or CAGE Code. c. Telephone Number. d. E-Mail address. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. Bidders, subcontractors and Dodge/Plan Rooms are required to self-r egister their firm or office on the FedTeDS system in order to be able to download the electronic files. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issu e date. It is therefore the Contractors responsibility to check this web page daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this so licitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the G overnment's best interest. Note No. 4: For this job, a small business is defined as having average annual receipts of less than $31,000,000 for the past three years.
