Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a more detailed solicitation is available on the Federal Technical Data Solutions (FEDTEDS) Web Page at http://www.fedteds.gov/ or at https://www.fedteds.gov/fedteds/start.nsf/frm.VendorLogin?OpenForm&SolicitationNumber=W912EE-06-T-00 50 , which includes exhibits that could not be posted as this site. Offerors should check the FEDTEDS Web Page often for new solicitations and/or changes (AMENDMENTS) to existing ones. Solicitation Number W912EE-06-T-0050 is being issued as a request for q uotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-09. This procurement is UNRESTRICTED under NAICS Code 21231 9 (SIC 1429) with a size standard of 500 employees. The USACE, Vicksburg District, Consolidated Contracting Office, proposes to award a simplified acquisition for the provision of all plant, labor, equipment, materials and supplies necessary to furnish and deliver approximately 10,000 tons of Graded C Stone to be delivered to two(2) locations. This procurement may be quoted as follows: Line Item 0001: Graded C Stone to be delivered to the USACE Yazoo Field Office, Yazoo City, MS; Quantity: 5,000 , Unit: Net Ton (2,000 LB), Unit Price $________, Total Amount Line Item 0001 $________; Line Item 0002: Graded C Stone to be delivered to the Walker lake Pumping Plant, Greenwood, MS; Quantity: 5,000, Unit: Net Ton (2,000 LB), Unit Price $__________; Total Amount for Line Item 0002 $____________. The contractor shall provide all plant, labor, equipment, materials and supplies necessary to furnish and deliver 10,000 tons of Graded C Stone, 5,000 tons to the Walker Lake site and 5,000 tons to the Yazoo City site. All stone shall be delivered by barg e and truck or truck alone to the construction stockpile sites at Walker Lake Pump Plant, Greenwood, MS and USACE, Field Office, Yazoo City, MS. Access to the Walker Lake Pump Plant site is by way of Hwy 82, then West onto Gerrard Avenue, then left onto Buckeye Road until coming to the Walker Lake Pumping Plant entrance. The Yazoo Field Office is located on Levee road off Hwy 3 just South of Yazoo City. The contractor shall be prepared to make delivery of the stone within seven (7) days after notificati on from the Contracting Officer or Government Representative. The Contractor shall transport the material to two stockpile areas (depending on weather and road conditions). The primary stockpile sites will be located at or within 5 miles of the point of construction. Drivers shall furnish certified scale tickets to COE personnel upon delivery of each load to the stockpile sites. The Government will provide equipment and personnel to maintain the stockpile. Delivery shall be at the rate of not less tha n 800 tons per day, with all stone (approx. 10,000 tons) to be delivered NO LATER THAN 30 September 2006. Measurement for all stone delivered will be performed by individual load weitht measurement using certified scales. Weight tickets shall be provided to the Government Representative upon each delivery. The Contractor shall provide scale certification documentation prior to commencement of work. The Government may perform periodic inspections of the Contractors certified scales. The Contractor sh all be responsible for obtaining any transport permits necessary and required for transport of material by way of county, state, or other public roads. Award shall be made to the responsive and responsible offeror whose quote is determined to be the lowest price. FAR Provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Of ferors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. Offerors must also include a completed copy of the provision at DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items with this offer. The Clause 52.212-4, Contract Terms and Conditions, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Item s (Deviation), applies to this acquisition. The following FAR clauses, 52.203-6 Restrictions on Subcontractor Sales to the Government; 52.211-18 Variation in Quantity; 52.225-13 Restrictions on Certain Foreign Purchases; 52.233-4 Applicable Law for Breach of contract Claim; 52.236-7 Permits and Responsibilities; and DFARS Clause 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Deviation) apply to this acquis ition.
