- AMENDMENT #2, REVISED STATEMENT OF WORK, TO CHANGE PERFORMANCE DATES IN PARAGRAPHS 2, 4, 7a, AND TO EXTEND THE RESPONSE DATE TO 14 AUGUST 2006, FOR SOLICITATION Number: FA4803-06-QA202. ____________________________________________________________________________________________________________________________________ STATEMENT OF WORK Services Contract for Surrogate Unmanned Aerial Vehicle, SHAW AIR FORCE BASE, SOUTH CAROLINA 1. DESCRIPTION OF SERVICES: Services in support of U.S. Central Command Air Forces (USCENTAF) Atlantic Strike IV urban combat air support training to include one Surrogate Unmanned Aerial Vehicle Support providing L Band video downlink to Remotely Operated Video Enhanced Receiver (ROVER). Contractor will support air/ground operations at the Avon Park Air Ground Training Complex, FL and also participate in the Final Planning and After Action Conferences at Pope AFB, NC. 2. PERIOD OF PERFORMANCE: Contract start date is 07 Sep 06 through 15 Nov 06. 3. QUALIFICATIONS: - Small aircraft capable of service ceiling of a minimum 10,000’ MSL - Aircraft capable of day, night, and IFR operations - Aircraft capable of eight hours total airborne time - Aircraft capable of military and civilian radio communications - Surrogate Unmanned Aerial Vehicle able to replicate Predator UAV operations - EO/FLIR (day/night) L Band Video Sensor - ROVER III compatible sensor - Mission Crew qualified as ROVER III (M300) operators and instructors - Capability to transmit ROVER III FMV via the internet - Qualified frequency manager for ROVER C, L, and Ku Band transmissions - Pilots and Mission Crew have US Military CAS experience - Pilots and Mission Crew have OIF/OEF operational experience - Pilots and Sensor Operators: Minimum – 5 years experience as a weapons and tactics instructor, qualified JTAC, or pilot of CAS aircraft - Mission Commander: Minimum – 10 years experience with UAVs, CAS, and Air/Ground Tactics - Participants: Minimum – SECRET security clearance - Service Disabled Veteran Owned Small Business (SDVOSMB) 4. WORK DAYS/HOURS: Final Planning Conference, 7 Sep 06 – 7 hours (Pope AFB) ASIV Ground Training, 22 Oct 06 – 10 hours ASIV Operations, 23-26 Oct 06 – 13 hours ASIV Event Debrief, 27 Oct 06 – 3 hours After Action Conference, 15 Nov 06 – 7 hours (Pope AFB) 5. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS a. Pass And Identification Items. USCENTAF/FM shall ensure the pass and identification items required for contract performance are obtained for contractor and non-government owned vehicles. b. Retrieving Identification Media. USCENTAF/FM shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc. c. Traffic Laws. The contractor and its employees shall comply with base traffic regulations. d. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately owned vehicle while on U.S. Military installations. e. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. f. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. The USCENTAF Comptroller, USCENTAF Budget Officer or designee upon initial on-base assignment, shall brief contractor employees. g. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. h. Controlled/Restricted Areas. (IF APPLICABLE) The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a completed National Agency Check (NAC) investigation before receiving a Restricted Area Badge. i. Contractors must hold a minimum of SECRET security clearance 6. MATERIALS AND EQUIPMENT: The contractor will provide all necessary equipment, supplies and materials mutually agreed to fulfill the requirements of this contract. 7. SPECIFIC TASKS: Provide operational, training, and planning support for Atlantic Strike IV, 22-27 Oct 06. Participate in ASIV Final Debrief at the AAGTC, 27 Oct 06. e. Provide written inputs for the ASIV After Action Report NLT 03 Nov 06. f. Participate in the ASIV After Action Conference at Pope AFB, NC 15 Nov 06. 8. TERMINATION: Contract may be terminated in accordance the termination clauses contained within the contract. 9.
