- NASA/GSFC intends to contract, on a sole source basis, with Lockheed Martin, Advanced Technology Center (LMATC) Palo Alto, CA for the Implementation Phase of the Solar Ultra Violet Imager (SUVI) instruments that are to fly on the Geostationary Operational Environmental Satellites (GOES) R series of weather satellites. The SUVI instrument provides a broadband imaging in the soft X-Ray to EUV wavelength range to monitor the entire dynamic range of solar X-ray features. LMATC is the only known source. LMATC and its team member Laboratory for Atmospheric and Space Physics (LASP) Boulder, CO, were the only source to respond to NASA's request for proposal for the Formulation Phase of the SUVI, X-Ray Sensor (XRS) and Extreme Ultra Violet Sensor (EUVS) requirement, and receive award for that phase. The combination of the SUVI and the XRS/EUVS make up the Solar Imaging Suite (SIS) instruments. To be considered a viable source for Implementation of the SUVI instruments, a non-Formulation Phase contractor must demonstrate that it has a comparable level of instrument design maturity. To date, no contractor, other than LMATC, has demonstrated that it has performed the equivalent of the Formulation Phase requirements and a comparable level of instrument design maturity. The statutory authority for Other Than Full and Open Competition is 10 U.S.C. 2304(c)(1). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 23, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
