Description
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within twenty-four days after date of publication of this synopsis will be considered by the Government. A determination by t he Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government is requesting capability statements that shall include specific and detailed techical documentati on to support capability claims. All inquiries from responsive, interested parties will be considered. Information received will be considered solely for the purpose of determining whether the interested party has the capability of providing the service as requested by the Government. If interested party is capable, a Request for Proposal will be provided. (e.s.t).The National Ground Intelligence Center has a requirement for data collection and characterization of selected electromagnetic properties of simple/complex samples of potential Radar Altering/Absorbing Materials (RAM), such as paints, st ructures, cloths and other appliqu?s. A 5-year fixed cost contract is proposed to separately measure, using direct measurement techniques as appropriate, the complex magnetic permeability (mu), complex dielectric permittivity (epsilon) and associated frequ ency dependent properties of non-magnetic and magnetic RAM from complex samples/specimens, supplied by the government or commercially acquired, as a continuous function of frequency over the 1-100 GHz spectrum. The real and imaginary parts of the complex m agnetic permeability (mu), complex dielectric permittivity (epsilon) and other frequency dependent properties are to be separately measured as a function of frequency over the 1-18 GHz , 18-27 Ghz, 27-40 GHz , 40-75 GHz , and 75-100 GHz frequency ranges. I t is anticipated that to provide the required measurements, a variety of measuring instruments consisting of world class state-of-the-art devices, to include but not be limited to unique customized equipment and facilities, shall be utilized. All the RAM m aterial sample preparations and other associated procedures required for the various measurement devices needed to cover the above mentioned frequency ranges shall be included as Contract requirements. In addition, from time to time and on an individual basis, the Government has the requirement for data collection and characterization of selected electromagnetic properties of similar material samples in the extended frequency range between 100 GHz - 5.0 THz. The frequency range(s) will be defined in the actual requirement document and the other specifications described in the above paragraph will apply. Quarterly Reports and Material Technical Reports, composed in a specifically structured Government FMTR format, are required for each measured sample in written and electronic format. In the reports the measured data shall be furnished in graphical and in tabular form showing the values of the sample parameters (with error bars) as a function of frequency with increments of 5-GHz for frequencies above 18 GHz, and with increment of 1-GHz from 1 to 18 GHz. All tabular data shall be reported to four significan t figures. In addition, the Report shall include a characterization and evaluation of the effectiveness of the sample as a potential radar altering or absorbing appliqu?. This is a sources sought announcement and not a solicitation. Request you review the requirement and provide a detailed capabilities st atement addressing how your firm has the personnel, equipment and facilities to meet this requirement. At a minimum include your name, address, telephone, fax, e-mail, website, point of contact, past performance, personnel, technical capabilites. All work shall be performed at the contractors facility. The work required on this contract shall be accomplished over a total period of performance (POP) of five years.
