- The US Army Corps of Engineers, Transatlantic Programs Center, Kuwait Area Office (KAO) has a requirement for the purchase and transport of 7500 metric tons of bitumen to a project site in southern Iraq within a 120 day period and an option for an ad ditional 7500 metric tons within an additional 120 day period. The contractor is responsible for all certifications, transport of the bitumen, border crossing permits, customs, taxes and licenses to properly transport and deliver the bitumen material from point of entry in Iraq to the project site. KAO intends to award on a sole source basis, a firm fixed price contract in accordance with FAR 6.302-1, to Kuwait Petroleum Corporation, PO Box 26565, Safat 13165, Kuwait. This notice of intent is not a reques t for competitive proposals. No formal solicitation is available. Interested organizations who believe they have this capability may submit their capabilities and qualifications to perform not later than 2:00 pm on 15 August 2006. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to issue this solicitation on a competitive basis and decision to compete this effort is solely within the discretion of the Government.
