- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-06-T-0137. This acquisition is issued as a request for quotation. (iii) The solicitation document and incorporated provisions and claus es are those in effect through Federal Acquisition Circular 2005-12. (iv) The associated NAICS code is 334419. The small business size standard is 500 employees.(v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: PYROTECH INTERNATIONAL PROTABLE RAPID RESPONSE DELUGE SYSTEM, MODEL LMF-748, or equal. 2 each. (vi) Description of requirements: 1.0 The Contractor shall provide a system that is: a. PYROT ECH INTERNATIONAL PROTABLE RAPID RESPONSE DELUGE SYSTEM, MODEL LMF-748, or equal. Completely self contained fire suppression system for use in explosive processing facilities; capable of reaction to a fire in less than 100 milliseconds with reaction define d as time from fire detection to fire suppressant flow at the output nozzle; portable, maneuverable on wheels within a facility between operating labs as propelled by one person; sized to fit inside and through of a double wide door (72 inches wide by 84 high) opening or passage way; includes wheel breaks to secure system; controlled by an onboard electronic processing unit; operable in two different modes, single zone or dual zone - in single zone operation all detectors and nozzles act in conjunction an d in dual zone the four detectors and nozzles are divided into two distinct zones, 1 and 2 that act independently; and, includes all electrical components constructed to comply with explosion proof operation rated as class I, groups C and D, Class II, grou ps E and G. 2.0 Specifications: a. Controller response time: 25 milliseconds or less; b. Overall Response time: 100 milliseconds or less; c. Provisions for testing of response time incoporated into the system; d. Fire Detectors: UV optical type, 4 each, each with 20 ft of cable; e. Nozzles: flood type with a minimum output capability of 25 gallons/min, 4 each, each with 20 feet of cable and back flow prevention. f. Fire suppressant: Water; g. Water Capacity: 120 Gallons; h. Flow rate at functio ning at a minimum of 25 gallons/min/nozzle regardless of operating mode; i. Fire suppressant propulsion system: Nitrogen gas type, self contained and regulated output, operational pressures at 1000 psi for nitrogen source, and not fall below 150 psi for system while in operation; j. Control system shall provide output via alphanumeric and/or LED display to notify operator of system status, operational condition or exiting faults that could adversely affect operation; k. Power requirements: AC power s electable to 110 or 220 volts AC, 50/60 Hz; l. The system shall include a Battery backup subsystem capable of providing up to 16 hours of operation in standby mode and 30 minutes in fire suppression mode; m. A reset switch with reset capability in l ess than 10 seconds upon activation; o. The system shall have oversize tires and a backup water connection including isolation valve and back flow preventer. (vii) Delivery is required by 120 days after receipt of order. Delivery shall be made to US AR MY RESEARCH LABORATORY, SHIPPING AND RECEIVING, ABERDEEN PROVING GROUNDS, BLDG 434, APG MD 21005-5001. Acceptance shall be performed at destination. The FOB point is destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, ap plies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Ite ms is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: meets the specifications, low price. (End of clause) 52.005-44 01 RELEASE OF INFORMATION BY MANUFACTURERS, RESEARCH ORGANIZATIONS, EDUCATIONAL INSTITUTIONS, AND OTHER COMMERCIAL ENTITIES HOLDING ARMY CONTRACTS (AUG 2006) Army Regulation AR 360-1, para 5-48 and Appendix D, prescribes Department of the Army policies on the review and clearance of materials proposed for release to the public by all entities holding Army contracts and/or assistance instruments. This clause is intended to provide safeguards against the accidental release of proprietary or classified information. The contractor shall forward the information proposed for public release, along with a cover transmittal letter, identifying the contract/instrument num ber, the specific information to be released, the medium to be used, and the purpose of the release, to the cognizant Contracting Officers Representative. The Government will have no longer than sixty (60) calendar days to review the proposed release of information. (End of clause) 52 .011-4401 RECEIVING ROOM REQUIREMENTS - APG ALTERNATE I (JAN 2003) At ABERDEEN PROVING GROUNDS truck shipments are accepted Monday through Friday (except holidays) from 8:00 AM to 3:30 PM only at Shipping and Receiving, Building 434. Suppliers shall affi x packing slips to the outside of any packages delivered under this contract. Packing slips must be clearly identified and easy to retrieve enclosed packing papers.
