Description
The Florida Army National Guard (FLARNG) intends to issue a solicitation to perform Family Education and Counseling Services Program. The FLARNG Family Education and Counseling Services Program will provide support services to the Soldiers and their families. This would includes, but not limited to, counseling and education to families and children of Florida Army National Guardsmen and women, particularly those preparing for deployment, deployed in support of the Global War on Terrorism, and/or rec ently returned from deployment. These services will address issues including but not limited to marital instability, domestic violence, post-traumatic stress syndrome, children exhibiting disciplinary and behavioral problems due to the absence of a deploy ed parent, school and peer problems, as well as family financial instability. The Program will establish a network of both military and community based service providers in order to provide full-spectrum, family counseling and education services and will coordinate providers and/or sub-contractors as needed and required. In preparation for this acquisition, the government will conduct a multi-step advisory process in accordance with the provisions of FAR Part 15.202, Advisory Multi-Step Process. After ev aluation of initial responses, the government identified potential respondents considered to be viable competitors. After preliminary evaluation, the contractors most likely to submit highest value solutions may be selected for additional sessions with th e government to increase their understanding of the requirements, provide suggestions for refining requirements and provide recommendations for risk reduction, among other considerations, prior to submitting final proposals. In step 1, interested firms (r eferred to as offerors) will submit their Business Organizational Type/Size and Performance Capability; Business Management Plan; Team/Corporate Experience; Specialized Experience; Past Performance Information; Key Project Personnel Capabilities and Experi ence; and Financial Capability to demonstrate their capability to successfully execute the FLARNG Family Education and Counseling Services Program. The FLARNG will evaluate the offerors proposal in accordance with the criteria described in the solicitatio n and will short-list no more than three of the step 1 offerors to compete for the Family Education and Counseling Services Program contract in step 2 of the process. In step 2, the selected offerors will conduct oral, written and visual presentations to the selection panel based on the criteria described in the solicitation. The Government will evaluate the step 2 proposals, in accordance with the criteria described for step 2 in the solicitation, and award the contract to the responsible Offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government based on the factors listed below: 24-hour crisis intervention, specialized education and counse ling services, case management, Program Staffing, Management Plan, referrals, follow-ups, data collection, fiscal management, public outreach and public media information. The North American Industrial Classification System code applicable to this project is 624190 Other Individual and Family Services. The estimated duration will be an initial Base Period of twelve (12) months with up to two (2) Option Periods of twelve (12) months each, for a total not to exceed contract period of thirty six (36) months. This contract may be used for other agency requirements where the contracting officer has made a determination that the new requirement is within scope. Estimated solicitation issue date is on or about August 16, 2006 under solicitation number W911YN-06 -R-0007. The Government will conduct a Pre-Proposal Conference and details regarding the conference will be provided in the solicitation package. The FLARNG s mall business goals (expressed as a percentage of the contractors total planned subcontract amount) are as follows: Small Business 61.5%; Small Disadvantaged Business 15.0%; Women-Owned Small Business 6.2%; HUBZone Small Business 4.0%; Service-Disabled Ve teran-Owned Small Business 3.0% and Historically Black Colleges and Universities and Minority Institutions (HBCU/MI). The solicitation and all amendments for this acquisition will be posted on the Army Single Face to Industry (ASFI) website. Offerors may view and/or download the solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: https://acquisition.army.mil/asfi/ The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, relative to the employees office location.
