Description
This is a sources sought synopsis (SSS) only. There is no solicitation available. This is a request for preliminary planning purposes only, and it does not constitute an Invitation for Bids, Request for Proposal, Solicitation, or a Request for Quotes. It is not an indication the government will contract for the services contained in this SSS. The government shall not reimburse respondents for any costs or expenses incurred to interested parties for responses to this SSS. The HQ Air Force Space Command (AFSPC) seeks innovative and creative services to determine if there are potential commercial sources to provide missile chef services. These efforts could potentially take place at three Air Force installations. The services currently are being performed by military personnel at each location in Government facilities. The Contractor shall provide labor, management, supervision, materials/supplies, equipment, tools, food, on-site food preparation, condiments, and utensils for the development, management, and full operation of food services in the duties, responsibilities and operations of the AFSPC Missile Chef Feeding Program. The Missile Alert Facility (MAF) food service functions consist of operations at three ICBM Wings (Air Force Space Command). The 90th Space Wing, F.E. Warren AFB, WY has 15 MAF feeding operation facilities serving 12,600 sq. miles and one centralized Missile Alert Facility Feeding Operation (MAFFO). The 91st Space Wing, Minot AFB, ND has 15 MAF feeding operation facilities serving 8,500 sq. miles and one centralized MAFFO. The 341st Space Wing, Malmstrom AFB, MT has 20 MAF feeding operation facilities serving 23,500 sq. miles and one centralized MAFFO. All MAFs are located in sparsely populated rural areas located 1-3 hours driving time from the main base. These are Northern Tier facilities characterized by long, harsh winters and dangerous driving conditions. The MAF is an above ground facility that permanently houses a two-person Missile Combat Crew (MCC), one Facility Manager (FM), one missile field chef, and six Security Forces (SF) personnel. Typically, MAF support personnel are deployed to the MAFs for 3-day alert tours. MAFs are operated to be self-sustaining during each alert tour and are periodically re-supplied with food, water, fuel and other supplies. The MAF is a 24/7, 365 days a year operation. The primary customers are MCC, SF, FM, and Periodic Maintenance Teams (PMT). Secondary customers are personnel that provide support to the MAF. They are Communications (COMM), Civil Engineer (CE), Bio Environmental Health (BEE), Public Health (PH), and additional ICBM maintenance teams. Throughout the year, Department of Defense (DOD) contractors perform duties at the MAF. The Space Wing commander may authorize dependents and guests to eat out at the MAF. These facilities are dedicated to providing full meal service and meeting the nutritional needs of all missile alert personnel who frequent the facility. In addition to 3M0X1 Services duties, the MAF chef is also responsible to the Missile Alert Facility Manager for Emergency Response. These duties include the following: (a) Assist the FM during emergency LCC break-in. Follows all instructions, guidance and application directed by the FM. (b) Assist the FM during emergency evacuation and bomb threat procedures in locating, assembling, and accounting for MAF personnel. (c) Assist the FM in the use of the LCEB emergency ladder and escape hatch when LCEB elevator is inoperable. (d) Maintain qualification and provide self-aid/buddy care and CPR for MAF personnel if necessary. (e) Assist the FM with Inspector General (IG) and Distinguished Visitor (DV) MAF security entry procedures. (f) Maintain knowledge on the operation of available communication devices used to communicate with MCC. (g) Assist the facility manager with escort requirements. Mission ops tempo for the MAF chef varies from day to day. The amount of people on a MAF required to be fed can be anywhere from 10 to 30. The chef must plan their schedule to meet mission needs. Occasionally, this means working outside the normal hours of operation. The following is an example of daily normal mission ops tempo for a MAF chef. (a) The MAF chef will prepare the Breakfast, Lunch, dinner and Midnight meals. The Breakfast meal starts at 0630 to 0800. Lunch meal starts at 1100 to 1300. Dinner meal starts at 1600 to 1800. The chef will need to deliver meals to the Launch Control Center 60-90 feet below ground for all meals. The chef will collect money and signatures from the customers and accomplish accounting paperwork for all cooked meals. The chef will clean the kitchen and dining area in accordance with the 2001 Food Code. The chef will put away any subsistence or supplies they have received from MAFFO delivery. A physical inventory on all storeroom subsistence is accomplished by the chef. In addition, the chef must call in to MAFFO to order any subsistence or supplies they may need for the following day. The chef will take down any meal orders for the Midnight meal. The Midnight meal starts at 2130 to 2230. If no meals are ordered, the chef duties are finished for that particular day. In FY05 approximately 1,302 meals were served daily and 475,491 were served annually throughout the three missile wings. In addition, the chef provides ground support meals for members who are not able to consume their meal at the MAF. The MAF Chef on duty ensures compliance with all federal and Air Force mandated sanitation requirements IAW Department of Health and Human Services Food and Drug Administration Food Code 2001 and AFI 48-116, Food Safety Program. The chef is out at the MAF on a 24-hour basis for 3 days. This is considered an alert tour. A shift changeover is accomplished between the oncoming and off-going chef. The oncoming chef will perform a facility self inspection using AF Form 977, Food Facility Evaluation along with the 2001 Critical Food Code Checklist The off-going chef must correct all discrepancies prior to departing the MAF. In addition, the oncoming chef will count the change fund and sign for the controlled accounting forms. Subsistence is delivered to each MAF feeding operation on a weekly basis by the missile alert personnel dispatching to that particular MAF. Prior to dispatching to the field the subsistence is picked up from MAFFO. Supplemental rations can be ordered daily. The MAF chef on duty is responsible for the ordering, storage and inventory of all subsistence. A subsistence inventory is accomplished daily. All storeroom tasks are performed manually. Additional subsistence is maintained at the MAF for contingency purposes. MAFFO receives their food products from local and prime vendors on a daily basis. The MAF Chef on duty performs all accounting duties. All monies and forms are provided by MAFFO and are picked up by the MAF Chef prior to dispatching to the field. The missile feeding accounting works on a three day cycle. Air Force accounting forms are used to record the sale of meals. All accounting tasks are performed manually. The MAF Chef on duty is responsible for ordering and inventorying all supplies and dishware from MAFFO. In addition, he/she must maintain food service equipment and report any equipment deficiencies to the facility manager. All food service equipment must be NSF National Sanitation Foundation certified. Base Civil Engineer and commercial contractors are used for the repair of food service equipment. The MAF Chef is responsible for overall sanitation of the kitchen and dining area. They clean and sanitize dishes, pots, pans, and all kitchen equipment in accordance with the FDA Food Code 2001. A daily self inspection is accomplished. Deep fat fryer grease is brought in from the field and properly disposed. The MAF Chef and all support personnel are required to possess a Secret Clearance in order to access the MAF. In addition, the chef is responsible to safeguard all government property. At the end of each day, all government equipment, and materials shall be secured. Funds are maintained by the chef IAW AFI 31-101, The Resource Protection Program. MAFFO is centrally located on base. The facility is responsible to provide storeroom, accounting, chef supplies and training support for all MAF feeding operations in the field. There are typically two storerooms, two accountants, and one trainer assigned to the operation. All chefs are trained on the following: Food Handlers Training, Cardiopulmonary Resuscitation, Fire Extinguisher Training, Self Aid Buddy Care, Fire Suppression System, LCEB Emergency Response Procedures, LCEB Blast Door Opening, Hazardous Spill Response ISST Fire and Over Heat Response, MAF Electrical and DEU Isolation, Emergency Evacuation Procedures, Natural Disaster Procedures, Emergency LCC Break-In, MAF Escort Requirements, Elevator Shaft Emergency Ladder, Duress Words and Reporting Procedures, Bomb Threat Procedures, Operation of Communication Devices, Operation of LCC Elevator The following equipment is present on each MAF: Convection Oven, Microwave, Toaster, Commercial Freezer/Refrigerators, Trash Compactor, Dishwasher/Sanitizer, Coffee Machine, Deep fat Fryer, Cashier Box, Grill, Pots/Pans, Dishware, Dining Tables/Chairs, Respondents should include their assigned Commercial and Government Entity (CAGE) code. Respondents are further requested to indicate their company size status with the assumption of a North American Industrial Classification System (NAICS) code of 722310 and the associated size standard of $19M. Also indicate their status as a foreign-owned/foreign controlled firm and any contemplated use of foreign national employees on this effort. Due to the nature of this potential effort, no foreign country sources will be considered. Prospective firms are encouraged to submit a capability summary (maximum length 10 pages) describing the firm?s expertise and related experiences in meeting the requirements stated above to Tracie O?Donovan @ tracie.odonovan@peterson.af.mil.
