Description
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13.5 as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ 71738 and is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code is 541512. The National Institutes of Health Clinical Center intends on negotiating with SRA International 4300 Fair Lakes Ct, Fairfax, VA for IT services under authority of FAR6.302 for a Network Engineers. The contractor shall be responsible for the following services in conjunction with this acquisition. The contractor shall use the CIT Remedy Service Ticket System supplied by the government. The Operation and user Support sections will generate and assign Remedy Service Tickets to the appropriate contractor personnel. The contractor shall respond immediately to trouble requests and initiate resolution of all Remedy Service Ticket requests. Emergency situations that affect major network infrastructure and cause outages for multiple users shall be given the highest response priority. The contractor shall initiate resolution immediately upon receipt of an emergency request. The contractor shall develop escalation procedures that conform to the Government?s minimum requirements specified below: When a Remedy Service Ticket is assigned, contractor personnel shall respond and correct the problem or task in accordance with the CCNet Standard Operating Procedures, (SOP). If the contractor is unable to correct the problem or complete the task in accordance with the CCNet SOP, the contractor shall contact the Government Project Officer and designate and continue working on the problem until resolved. The contractor shall resolve and close 95% of all Remedy Service Tickets within the timeframe(s) specified in the CCNet SOP. The only exception granted is when access to the network facilities is restricted or when otherwise specified by the government. The contractor shall carry out those tasks necessary to guarantee reliable day-to-day operation of CCNet. CCNet operations tasks shall include, but are not limited to: Correct network hardware, software, and configuration problems. Troubleshoot network problems and implement upgrades within the timeframe and following escalation procedures specified in the CCNet, SOP. Coordinate with vendors and internal and external DCRI customers to resolve network problems. Where additional costs will be incurred, prior approval by the Project Officer is required. Monitor and maintain CCNet services 7:00 am to 5:00pm Monday thru Friday and on-call after hours. A customer request for adds, moves and changes will cause a Remedy Ticket to be generated. The contractor must respond to the customer per the SOP. Requests that significantly affect the CCNet configuration, including but not limited to upgrades, require prior documented approval by the designated government official. Significant configurations are defined as bandwidth upgrades, implementing new or different protocols, installing new hardware, changes that could potentially impact the topology of the backbone and configuration of the routers.The contractor shall install and maintain all network components necessary to keep the NIH network operational. Refer to list below for the network components currently deployed in the CC. The current network is composed of 5,000 nodes. CISCO 4006, CISCO 4507,CISCO 4506, CISCO 3550-48, CISCO 3550-12T, CSICO 3550-12G, CISCO 3508, CISCO 2912, CISCO 6509, CISCO 6513, CISCO PIX 535 w/failover, CISCO PIX 525, CISCO VPN 3060, CISCO VoIP call Manager, CISCO VoIP Unity Voice Mail The contractor shall maintain the CCNet network closets in a clean and manageable state. The contractor shall label all cables in accordance with the CCNet SOP. The contractor shall support CCNet remote access services such as, but not limited to, point-to-point protocol, connections to digital or equivalent subscriber lines, integrated service digital networks, cable modems, and virtual private networks. This involves maintaining relevant CCNet components providing equivalent services. The following provisions and clauses apply: Provision 52.52.213-4 Terms and Conditions ? Simplified Acquisitions (Other Than Commercial Items); Provision 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The Full text of the Federal Acquisition Regulation (FAR) can be accessed on the internet at www..arnet.gov/far. Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc) but must include the following information: 1) company?s complete mailing and remittance addresses 2) discounts for prompt payment if applicable; 3) Dun & Bradstreet number; 4) Taxpayer ID number; 5) Catalog or Published Price Listing applicable to the service; 6) Offerors must meet specifications as noted in the synopsis. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications/Commercial Items with their offer. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). The Government intends to make a single award based on the lowest price technical accepted offeror to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government. The Government reserves the right to make an award to that offeror whose quotation provides the best overall value to the Government. Staffing Requirements The (CC) requires one fulltime on site candidate to fill the task order requirements. Planned vacations over two weeks in duration require that an acceptable replacement fill in to ensure fulltime coverage. Qualifications (3) years or more experience in a Hospital or similar environment with supporting mission critical services with over 5,000 active devices. Knowledge must include Category 6 twisted pair, fiber, hubs, switching, routers, routing protocols, Ethernet, cabling, 802.11x wireless (see 5.2.4 subtask 2.4) , and other networking fundamentals. Strong working knowledge of networking (LAN, Intranets, and Internets), documentation and day-to-day network infrastructure maintenance is also required. Excellent writing, oral presentation, and user consulting skills and knowledge of HIPPA as it relates to networking security. Place of Performance The primary place of performance will be: National Institutes of Health 9000 Rockville Pike Bldg 10 Bethesda, MD 20892 Period of Performance Base Period of (1 Year) with 2 (one-year) options Deliverables The contractor will provide written progress reports on a monthly basis. Evaluation Criteria The evaluation will be based on the technical and cost proposals. The technical factors are of paramount consideration however, cost is also important to the overall award decision. Offerors are advised that award will be made to the offeror whose proposal provides the best value to the Government. The contractor?s proposal will be evaluated on the following technical criteria. These criteria are listed in order of relative importance. Past performance. This item refers to the contractor?s performance of similar tasks in previous contract efforts. These contracts must be completed within the past three (3) years or currently in progress for services similar to the requirements of this statement of work. (35%) Experience of proposed individuals. Resumes are required for key personnel proposed. Resumes should contain details (length of experience, depth of experience, dates employed and employer) which specifically address the skills and experience contained in the Statement of Work. This item refers to ?Experience and Skills? listed under each subtask and in those past performance references cited. (35%) Technical and management approach. This item refers to the manner in which the contractors propose to provide the support required in Section 5 ? Specific Tasks. (10%) Cost. This criteria applies to the overall cost for the requirement. (20%) The contractor will provide a monthly status report as applicable to the work required in this task order and as specified by the designated government official. The report shall include but is not limited to: activities performed by individual network performance, network traffic utilization, and network downtime project status, number of Remedy Service Tickets opened and closed, number of Remedy Service Tickets by individual opened longer than one day, problem identified by Remedy Service Ticket and resolution, quarterly trend analysis reports with recommendation for network improvements where appropriate, quality assurance, configuration management and security management Reporting Requirements: Offerors may identify in writing their interest and capability in response to this requirement or submit a proposal, but this notice of intent does not constitute a request for competitive proposals. Those responses received no later than the closing date of this announcement will be considered by the Government. Any information received will be considered if solely for the purpose of determining whether to conduct a competitive procurement based on the Government?s acquisition of services. Offerors must meet specifications as noted in the synopsis. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications/Commercial Items with their offer. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). The Government intends to make a single award based on best value to the Government, technical and price factors considered. Price will be evaluated on the possibility of project success based on level of resources (i.e. labor and material) described in the Offeror?s business proposal. The anticipated award date for this requirement shall be on September 1, 2006.
