Description

The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to The Los Angeles County Department of Health Services- HAS 5555 Ferguson Drive, Commerce, CA 90022. The authority for this sole source procurement is FAR 13.106-1. The purchase order requires The Los Angeles Department of Health Services to provide specimens with epidemiologic data and shipping of specimens as outlined as follows. The Contractor will provide reserved left-over syphilis-positive serum specimens from men with a confirmed primary or secondary syphilis infection. Each specimen shall contain epidemiologic data on demographics, MSM behavioral risk, and HIV testing history. This data comes from the routine syphilis surveillance forms and database at the Los Angeles County Department of Health Services. The specimens will have anonymous patient codes. The data from each specimen will include the following variables: non-identifying patient code, site number, date of blood specimen collection, stage of syphilis infection, age, race, ethnicity, MSM risk categorization, previous HIV testing history (dates and results) and for patients who are known HIV-infected at the time of syphilis diagnosis the date of first HIV-positive test. A quantity of 120 seras specimens will be shipped to the State of New York Department of Health Wadsworth Center Diagnostic HIV Laboratory (DHL) in Albany, NY where all HIV testing will be performed. The period of performance shall commence upon award of a purchase order and shall continue for three months. This sera is being purchased from The Los Angeles County Department of Health Services based on continuity of ongoing research at the CDC. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide this sera under the above stated conditions are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days of the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
