Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service, Northwest Fisheries Science Center located in Seattle, WA has a requirement for a contractor to develop hydrological model of the Columbia River Basin, this model will be used in the management and recovery of listed salmon populations. The contractor SHALL: 1.) use existing models to provide preliminary estimates of water flow in the Wenatchee and Salmon River basins under several climate scenarios, 2.) expand existing hydrological models, developed by the Climate Impacts Group at the University of Washington, to cover finer spatial resolutions and to include water temperature, 3.) provide model output of predictions of water flow and water temperature, under current conditions and under scenarios of climate change, in tributaries throughout the Columbia River Basin and in the impounded regions of the Snake and Columbia Rivers. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 253(c) (1), Only One Responsible Source. The government identified University of Washington as the only source who can complete work under proposed contract, the contract involves expanding upon existing models previously developed by and currently housed at the CIG, an interdisciplinary research group within the University of Washington. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to University of Washington without further notice. A firm fixed price purchase order will be issued with start date of Sept 1,, 2006 and end date of Sept 1, 2007. This may represent the only official notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. This is a simplified acquisition with an estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) and complete online Representations and Certifications at http://orca.bpn.gov.
