Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written document will not be issued. EA133W-06-RQ-0778 is issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-11. The applicable NAICS number is 334290 and the small business size standard is 750 employees. This procurement is set aside 100% for small business. The purchase order will be awarded using simplified acquisition procedures in accordance with FAR Part 13. The U. S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award a Firm-Fixed Price purchase order on a sole source basis to Armstrong Transmitter Corporation (Cage Code 3KYN1) for the purchase of 3 each G1000 Dual 1K NWR Narrow Band Transmitter; Part Number: G1000; with the following specifications: Power Output: 1250 Watts Continuously adjustable; Frequency Range: 162.400 to 162.550 in 12.25 kHz steps; Output Impedance: 50 ohms, Type 7/16 DIN female; Transmission Mode: FM; Audio Input: -20 + 5 dBm; Audio Response: 200 Hz to 5kHz, 6 dB/octave pre-emphasis; Maximum Deviation: +/- 5kHz in 25 kHz ch. and +/-2.5 kHz in 12.5 kHz ch.; Frequency Stability: better than +/-0.00025% from -30 to + 50?C; Audio Bandwidth: 200 to 5000 Hz; Audio Distortion: Les than 1%; FM Hum and Noise: Less than -40 dB; AM Hum and Noise: Less than -40 dB (TIA/EIA-603); Spurious and Harmonic: Less than -74 dB (TIA/EIA-603); Radiation: Output Bandpass: Dual Bandpass Cavity and Notch Filters on output; VSWR: up to 3:1 any phase angle; Remote Diagnostics: Available through a modem on voice grade line with RS232 DTE with all parameters; Local Visual Indicators: All operating parameters and status of all remotely sensed parameters/conditions; Primary Power: 208-240 VAC +/- 10%, 60 Hz +/-5%; Power Consumption: Less than 2400 Watts at 1000 Watt Output; Cooling: Forced filtered air input with duct flange output. Filters replaceable without interruption of transmitter. Mechanical and Environmental: Ambient Temperature: -30?C to 50?C; Humidity Range: 95% max, non-condensing and in salt laden air; Altitude: 15,000 feet; Size-In Single Cabinet: 74? high x 23? wide x 32? deep in cabinet. Desired Delivery Date is 30 November 2006. Delivery of one transmitter shall be made to Danville, VA ? 162.575Mhz, Call sign to be determined, the remaining two shall be delivered to NOAA-National Weather Service, Eastern Region Headquarters, Airport Corporate Center, 630 Johnson Ave?Suite 202, Bohemia, NY 11716-2618. All deliveries shall be coordinated through the EPM, Timothy Rutkowski. Phone: 216-408-1644. The Closing Date and Time for receipt of quotes is 18 August 2006, 3:00 p.m. EDST. Origin, Freight Prepaid quotes must include shipping prices for the purpose of evaluating quotes to determine lowest overall cost to the Government. Be advised that a purchase order issued with F.o.b. Origin, Freight Prepaid shipping terms shall require the contractor t prepay all freight charges to the delivery locations specified in the solicitation. The Government will reimburse the contractor for shipping costs provided the shipping charge is listed separately on the corresponding invoice and if shipping charges are over $100, the invoice is accompanied by a copy of the freight bill. All responsible sources may submit an offer which shall be considered. Contractors must have a valid Cage Codes and DUNS Numbers and be registered with CCR. SOLE SOURCE JUSTIFICATON: Armstrong Transmitters The National Weather Service has purchased and deployed radio transmitters to fulfill its mission providing an All Hazards Weather Radio Warning and Alert System. This system is used in conjunction with Homeland Security for National Security in the event of a terrorist attack, amber alerts, or severe weather warnings which protect the lives and property of the citizens of the United States of America. The National Weather Radio Program consists of 953 radio transmitters, covering all 50 states, adjacent coastal waters, Puerto Rico, the U.S. Virgin Islands, and the U.S. Pacific Territories. The only known sources with pre-qualified frequencies to match NOAA NWS?s transmitters for incorporation into the NOAA NWS radio network are Crown and Armstrong. This was performed under competitive acquisition procedures. This procurement is for three new transmitters to have on hand as spares (one for immediate replacement) to be used in the geographical areas of the network that are dominated by Armstrong Transmitter Model G1000. The maintenance personnel and contractor personnel have received extensive training and on the job elements to maintain the fleet of Armstrong transmitters in their designated areas. The NOAA, NWS provides support to maintain stocked levels of spare replacement parts to maintain a mandated operational readiness of 24 hour restoration time. Procuring transmitters from other manufactures would cause undue risk of off air/down time due to the lack of spares/replacement parts for the pre-qualified transmitters. Sites equipped with Crown transmitters are not interchangeable with Armstrong equipment and vice-versa. Therefore, a sole source is necessary to obtain the three transmitters from Armstrong. To eliminate the potential for sole source on future requirement, there is a solicitation in development for full and open competition to solicit sources/offers for upgrading current transmitters at all locations. Expected release of the solicitation is on or about mid-2007.
