Description
The Defense Energy Support Center (DESC), Aerospace Energy Commodities Business Unit (CBU) is seeking potential sources in the United States, its outlying areas, or Canada that have the capability for producing Dinitrogen Tetroxide (N2O4) and providing related ancillary services in support of National Defense and the U.S. Space Program. N2O4 is used to support the Delta Rocket, the NASA Space Shuttle and DoD and commercial satellite programs. The Contractor shall provide all production, storage facilities, raw materials, supplies, management, tools, equipment and labor necessary for the manufacture, storage and distribution of N2O4 from the Contractor?s facility. Delivery is FOB Origin. Estimated quantities are as follows: FY2008: 0 LBS; FY2009: 302,502 LBS; FY2010: 199,759 LBS; FY2011: 203,759 LBS; FY2012: 203,759 LBS; FY2013: 203,759 LBS; FY2014: 203,759 LBS; FY2015: 203,759 LBS; FY2016: 203,759 LBS; FY2017: 203,759 LBS; (First 5-year Option: FY2018: 203,759 LBS; FY2019: 203,759 LBS; FY2020: 203,759 LBS; FY2021: 110,399 LBS; FY2022: 110,399 LBS); (Second 5-year Option: FY2023: 110,399 LBS; FY2024: 110,399 LBS; FY2025: 110,399 LBS; FY2026: 110,399 LBS; FY2027: 110,399 LBS. (2) If yes, provide timeframe for when product was manufactured. (3) Is your manufacturing plant located in the United States, its outlying areas, or Canada? (4) Was the product manufactured for the Government? (5) Can you manufacture N2O4 that meets the specification requirements of MIL-PRF-26539F dated 17 April 2006? (6) If yes, can you distribute it in bulk, cylinders, etc? (7) Do you have containers available for making FOB destination deliveries? If so, what size container(s) would you offer for making FOB Destination deliveries. (8) What is your business size/category: Large Business, Small Business, Woman Owned, Disadvantaged, HubZone, 8(a), Service Disabled or Veteran Owned (state all that apply).
