- Proposed Performance Objectives Sources Sought Notice 2006.242 Lightweight Water Purifier (LWP) THIS IS A MARKET SURVEY SOURCES SOUGHT NOTICE REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING POTENTIAL REQUIREMENT. No contract will be awarded from this announcement. This is NOT a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors for placement on a solicitation mailing list. We are attempting to dete rmine industry capabilities to satisfy potential future modularity requirements. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time. 1. Description. The Lightweight Water Purifier (LWP), new technology currently in development, is a portable water purification system capable of purifying 75 gallons per hour (GPH) from seawater or 125 GPH from freshwater. It is made up of lightweight m odules, which meet the four-person lift and carry requirement, 154 pounds. Combined weight of all modules, which include a three kW generator and 140 hours of operating supplies is less than 1,500 pounds. 2. Yearly Requirement. 445 over 2-3 years (depending upon availability of funding) 3. Life Cycle Phase: Full Production and Deployment (Fielding) 4. Key Performance Parameters (KPPs); " Produce potable water meeting DoD tri-service standards for field water quality from all surface and ground water sources, including NBC-contaminated sources, with a TDS concentration less than 60,000 mg/L and turbidity less than 150 Nephelometric Turbid ity Units (NTUs) " Shall produce, while operating IAW its OMS/MP, a minimum product water flow of 125 gallons per hour from water sources with up to 1,000 mg/L total dissolved solids (TDS) and produce a minimum product water flow of 75 GPH from water sources with up to 45, 00 mg/L TDS " Shall have a Mean Time Between Essential Function Failure (MTBEFF), exclusive of power sources, of not less than 260 hours and mean time to repair (MTTR) must be less than 1 hour for all unscheduled maintenance demands (UMDs). Maximum time to repair (Ma xTTR) must be less than 2 hours for 90 percent of all essential unscheduled maintenance demands (EUMDs) 5. Unique Military Requirements (such as testing, DOD standards, etc.) " Nuclear Biological and Chemical contaminated waters coupled with reverse osmosis (RO) desalination " Meet MIL-STD-461 radiated emissions " Must fit inside a TRICON container " LWP modules must be air-droppable from the C-130 and larger aircraft using the A22 airdrop container or other standard airdrop and rigging platforms as defined in FM 10-500-3, " It must be designed for storage, transportation and operation in basic and hot (18 to 160 F) climates (see AR 70-38).
