Description
Description of Work: Furnishing of all labor, equipment, supervision, transportation, operating supplies, and incidentals to perform all work necessary to complete aerial herbicide application on approximately 3,840 acres of public lands (see project treatment map). Vegetation to be treated includes sagebrush, pinyon, and juniper. The area consists of moderate to steep terrain with elevations ranging from approximately 7,000 to 8,000 feet. The area will be defined with latitude/longitude coordinates and/or GIS shapefiles and topographic boundaries. Latitude and longitude will be provided for each treatment unit when the contract is awarded. The latitude and longitude coordinates shown on the project treatment map is uncorrected data, and actual points could be + or - 100 feet. Boundaries will not be flagged by the Government, but they will be clarified on the ground prior to or at time of application. Location and Access to Work Sites: Work under this contract is located in White Pine County, Nevada, approximately three miles west of the Cherry Creek community (see project location map). The area is located in the following legal land descriptions (Mt. Diablo Base and Meridian): Township 23 North, Range 61 East, Section 1 Township 23 North, Range 62 East, Sections 4, 5, 6, 7, 8 and 9 Township 24 North, Range 61 East, Section 36 Township 24 North, Range 62 East, Sections 20, 21, 22, 23, 26, 27, 28, 29, 30, 31, 32, 33, 34 and 35 Access is from US Highway 93 to Nevada State Highway 489 (approximately 50 miles north of Ely, Nevada) to Cherry Creek, Nevada, and west approximately 3 miles on county road to work site. Additional two-track and maintained dirt roads occur throughout the project area. Access to the work shall be provided by and at the Contractor's expense. No access roads should be built on lands under the jurisdiction of the Bureau of Land Management. GOVERNMENT FURNISHED ITEMS: The government will provide a map with latitude and longitude coordinates for various points along the project boundary. An electronic shapefile compatible with ArcGIS software (version 9.1) will be provided to the Contractor to define the boundaries of the treatment units. A water truck with spray nozzles and operator will be provided on the project site to wash soil from vehicles prior to demobilizing (to reduce spread of noxious weeds). CONTRACTOR FURNISHED ITEMS: General Contractor shall provide all herbicide, labor, equipment, supervision, transportation, operating supplies, and incidentals to perform all work necessary to complete aerial herbicide application at rates specified on project maps. Specific products required are listed below. Additional products needed to properly complete this job could be needed, and are the responsibility of the Contractor. Products Herbicide: Herbicide sufficient to cover treatment units at rates identified on the project maps must be delivered in original, unopened containers to be applied at the project site. The herbicide shall conform to the following: " Active ingredient: tebuthiuron: N-[5-(1,1-dimethylethl)-1,3, 4-thiadiazol-2-yl]-N,N'-dimethylurea=20%. " Inert ingredients = 80% " Contains 0.2 pounds active ingredient per pound of product and must be in pellet form. " EPA registration No. 62719-121 Flagging: Any flagging necessary to guide aircraft for proper application and/or boundary identification shall be supplied and installed by the Contractor. Flagged boundaries shall be inspected and approved by the Contracting Officer or designated representative prior to application. Equipment: Aircraft The Contractor shall furnish aircraft to apply pelleted herbicide to the designated areas at the rate and in the time specified. The Contractor shall hold an agricultural aircraft operator certificate issued by the Federal Aviation Administration, and will operate aircraft used in the project as civil aircraft. Aircraft use will be in compliance with 14 CFR Part 137, Agricultural Aircraft Operations. End product Contractors using aircraft as a tool to fulfill contract requirements will meet the PPE standards in 351 DM 1, Aviation Life Support Equipment Handbook. The aircraft shall conform to the following: " Aircraft used shall be fixed wing only, capable of applying pellets at rate(s) specified at 140 mph maximum. " Aircraft shall be equipped to carry herbicide pellets with a distribution mechanism complete with release, shutoff, timer, and spreading device which can be calibrated for application of pellets at the prescribed rate and uniform pattern. " Aircraft must have communications provided by the Contractor with the ground crew and the Government Inspector. Communication equipment must be capable of transmitting and receiving on narrow band frequencies. " The aircraft must be equipped with a guidance system equivalent to or better than the Sat Loc 4 Star Guidance system. The system must be capable of uploading/accepting GIS shapefiles or latitude/longitude coordinates to identify treatment unit boundaries. The system must also have an on-board display screen and a computer capable of downloading data for each treatment unit on a 3 ? inch diskette, compact disc, or USB storage device (e.g., thumb drive). Data recorded must be transferable and readable by ArcGIS or Arcview software. " Contractor shall furnish properly equipped aircraft with pilots experienced in applying pelleted herbicide in rough terrain, high elevations and hot temperatures. Computer: Contractor shall have onsite a laptop or equivalent computer and printer capable of providing a printout showing the location and amount of work accomplished each day. Personnel: Pilot A pilot to operate the aircraft shall be supplied by the Contractor. The pilot shall meet certification requirements of Federal Aviation Regulations for this type of work. Pilot must hold proper certification to apply the specified herbicide in the state of Nevada. Ground Crew If needed, shall be furnished by the Contractor. Technical Representative Contractor shall supply an onsite technical representative to ensure proper calibration of application equipment, rates of application, swath widths and flight requirements. The representative should be experienced with application of the required herbicide using fixed wing aircraft. Contractor shall specify the representative's experience in the bid proposal. Execution of Work Application " Except for areas excluded by the Government, the entire surface within the designated treatment area boundaries shall receive uniform coverage with the herbicide at rates specified on the project maps. Areas excluded from the herbicide operation within the designated boundaries will not be included in the acreage computed for payment. " Herbicide shall be distributed at the rates specified on the project maps. Application rates are 0.3 LBS (Approximately 940 Acres), 0.5 LBS (Approximately 973 Acres), and 0.75 LBS (Approximately 1,927 Acres) active ingredient per acre. " Flight height shall be low enough to obtain proper distribution and uniform coverage of herbicide. Aircraft shall be operated in conformance with Federal Aviation Regulations. " Flight strips shall be patterned and flown to secure a uniform distribution of herbicide. Such distribution shall not vary more than 10% above or below the average distribution of herbicide per acre.
