- THIS IS A SPECIAL NOTICE INTENDED TO BE AN ADVANCE NOTICE TO INDUSTRY INVITING REVIEW AND COMMENT FOR THE DRAFT REQUEST FOR PROPOSAL. PLEASE DO NOT SUBMIT A COST PROPOSAL. PROJECT TITLE: Folsom Bridge Project, Folsom, California. This project is cate gorized under FSC Y222 and NAICS Code 237310. The size standard for this code is $31,000,000. A site visit and contractor outreach/orientation will be scheduled during the period of this Special Notice/Draft RFQ. Information about the time and location of the site visit will be announced. When the formal RFQ is issued, the acquisition will proceed as an Unrestricted Request For Proposals (RFQ) with Trade-Off with any resultant award being a Firm- Fixed-Price construction contract. JOB DESCRIPTION: This project is to construct a new roadway connection between Folsom-Auburn Road and East Natoma Street south of the Folsom Dam site. It entails modification and improvements to both interconnecting inter sections, the construction of a new approximately 1,000-foot long four-lane vehicular bridge (with Class 1 bicycle/pedestrian lane) and approximately 9,000 feet of new/improved two- and four-lane roadway with a parallel Class 1 bicycle/pedestrian lane/trai l. Plans and specifications will not be provided in hard paper copy. The Draft RFQ and all related notices will be posted on a secure Government website known as FedTeDS. Access to the solicitation documents on the FedTeDS website will be via a hyperlink. The hyperlink will be inserted into the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi/) and the Fed BizOpps (FBO) website (www.fbo.gov) once the solicitation is issued. The hy per link will be imbedded in text and will not appear as a website address; in FedBizOpps, you will first click on the blue link titled, 'Technical Data Package (TDP) 01'; once you click this link, the next web-page will contain another blue link titled, ' Available online via the FedTeDS (Federal Technical Data Solution) website' (this link will take you directly to the FedTeDS log-in). Viewing/downloading documents from FedTeDS will require prior registration in Central Contractor Registration (www.ccr.gov ). If you are a first-time FedTeDS user, you will also be required to register in FedTeDS (www.fedteds.gov) before accessing the solicitation documents. To register, click on the 'Register with FedTeDS' hyperlink, then select the 'Begin Vendor/Contractor R egistration Process' option. The following information will be required: Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN); DUNS Number or CAGE Code; Telephone Number; and E-Mail Address . Once registered with FedTeDS, in terested parties will then be able to utilize the posted hyperlink to log in and access the draft documents. Important Note: The draft documents can be accessed ONLY by using the hyperlink available on either FBO or ASFI; FedTeDS is not searchable by any o ther means. Please note that ALL firms who want to access the Draft RFQ, both prospective primes and subs, will be required to be registered with FedTeDS and therefore must be CCR-registered, have a MPIN , and either a DUNS number or CAGE code. This function does not, however, allow you to identify yourself as a P rime or Sub.
