MARKET RESEARCH SURVEY: W9126G-06-R-0089, Various Horizontal and Vertical Construction projects for the Department of Homeland Security and the Southwestern Division, US Army Corps of Engineers. No proposals are being requested or accepted with this synopsis or under this solicitation (W9126G-06-R-0089). This notice is for the purpose of Market Research only. The U.S. Army Corps of Engineers, Fort Worth District, has been tasked to solicit for an d award various design-build and construction contracts to support the Department of Homeland Securitys Infrastructure Program for the Northern and Southern Border of the United States over the next five years. The Market Research Questionnaire may be ac cessed at http://ebs.swf.usace.army.mil, https://ebs.swf.usace.army.mil/ebs/MarketResearchSurveyForm.cfm?ProjectID=1 until 4:00 P.M. Central Standard Time on 25 Aug 2006. Completed questionnaires will be considered in the development of the acquisition strategy to support this program. It is anticipated that a Best Value solicitation(s) for Firm Fixed Price Indefinite D elivery Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC), may be issued during the month of November 2006. The Point of Contact for this action is LaVette Buford or David Deleranko, Construction Contract Branch, Fort Worth District C orps of Engineers, at 817-886-1082/1087 respectively. It is estimated that ninety percent (90%) of the infrastructure program placement will occur primarily on the Southwest Border States of Texas, New Mexico, Arizona, and California. The contract may als o include horizontal and vertical construction projects for the U.S. Army Corps of Engineers, Southwestern Division. The market research survey seeks to identify industrys experience, past performance, and capabilities to execute this program. The Gover nment must ensure there is adequate competition among the potential pool of contractors, which is the purpose of this Market Research. Based on the responses received from the Market Research Survey, an acquisition strategy will be determined. THIS PROGR AM IS NOT RESTRICTED AND IS OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. The broad types of work expected to be executed under this program fall into two categories: Horizontal and Vertical Construction. Horizontal Construction may include, but is not limited to: roads, low water crossings, drainage structures, bridges, cuts and fills, storm water pollution prevention measures, site restoration (hydro seeding/revegatation, cleanup, fencing, vehicle barriers, lighting, and possible environmental mitigation work. Work is located at or near the general vicinity of the border and may be in heavily urbanized area to remote areas. Vertical Construction may include, but is not limited to, requirements for Customs and Border Protection (CBP) and Immigr ations and Customs Enforcement (ICE) facilities. These facilities include office buildings, and small and large scale detention facilities. The small facilities are typically for detention periods of less than 10 hours and the large scale facilities are long term detention facilities. The Market Research Survey form contains a brief description of the anticipated project requirements. Various North American Industrial Classification System (NAICS) Codes are anticipated to be applicable to this acquisiti on as identified on the Market Research Survey Form. NAICS CODES 236 Construction of Buildings (236116, 117, 118, 210, 220) 237 Heavy and Civil Engineering Construction (237110, 120, 130, 210, 990); 238 Specialty Trade Contractors (238110, 120, 130, 140, 150, 160, 170, 190, 210, 220, 290, 310, 320, 330, 340, 350, 390, 910, 990); 541 Professional and Technical Services (541310, 320, 330, 410, 490). This announcement is being broadcasted to several of the above NAICS codes to ensure that it has the widest d issemination as possible. It is our intent to reach as many interested parties as possi ble. Prior Government contract work is not required for submitting a response under the Market Research synopsis. Offerors response to this Market Research Synopsis shall be limited to completion of the Market Research Survey form by the date and time sp ecified above.
