Description
Request for Sources Contractors responding to this Sources Sought Synopsis shall submit the following information to: Linda Cameron, email: linda.cameron@redstone.army.mil, by 12 Noon C.S.T. on Monday, 21 Aug 2006. The Small Business Administration (SBA) uses the North Am erican Industry Classification System (NAICS) Codes to establish size standards on an industry-by-industry basis. The NAICS code for this effort is 518210 - Data Processing, Hosting and Related Services. The size standard for this code is based on avera ge annual receipts of $23,000,000 for three most recent completed fiscal years. This Request for Sources is not a request for proposal or an invitation for bid and is not to be construed as a commitment to award one or more resulting contracts. This is a marketing research sources sought notice for commercial services to perform the following duties for approximately 7000 customers: Provide Command, Control, Communications, Computers, and Information Management (C4IM) Services to Army and tenant organizations (approximately 7,000 users) at Redstone Arsenal, Alabama. Major categories within C4IM services are communication systems and systems support, visual information processes, information assurance, and automation. Descriptions of major service categories and service support programs (SSPs) within major categories are described below. I. Communication System and Systems Support. Provide communication support as follows: A. Telephone Services. Provide dial tone service (voice and data) on government property to connect to any location worldwide. (Does not include usage by customer). B. Emergency Communications Services. Provide secure Defense Red Switch Network (DSRN) support. Provide customer access as required. C. Wireless Radio and Satellite Services. Provide voice and data wireless service and radio service, to include spectrum management. D. Communications Foundational Services. Perform functions which are not customer facing. These functions enhance or enable service delivery and support to customers. They provide management and planning in support to the other service support programs (SSPs) within this service. II. Visual Information Processes. Provide Visual Information support, and services as follows: A. Foundational Services. Perform functions which are not customer facing. These functions enhance or enable service delivery and support to customers. They provide management and planning in support to the other SSPs within this service. services. B. VI Broadcast Services. Provide Television / Broadcast Services. C. VI Media Support Services. Provide VI consultation to customers. III. Information Assurance. Provide necessary infrastructure and management services to protect information and information systems from unauthorized access and to protect the data within systems. A. DoD Public Key Infrastructure (PKI) Service. Provide support for the Department of Defense (DoD) Public Key Infrastructure (PKI) service. B. Communications Security (COMSEC) Service. Provide all aspects of communications security (COMSEC) support. C. Risk management / Accreditation / Certification Services. Provide Risk Management/ Accreditation/ Certification services. D. Information Assurance (IA) Training. Provide Information Assurance training services. E. Foundational Services. Perform functions which are not customer facing. These functions enhance or enable service delivery and support to customers. They provide management and planning in support to the other SSPs within this service. IV. Automation. Provide electronic messaging, software support, database support, automation training, administration and policy support, network support, and COOP development. A. Mail Messaging / collaboration (E-mail/DMS) Services. Provide electronic messaging and directory support and electronic messaging application system development and maintenance support. B. Database Administration Services. Provide database, master file, and data warehouse support. C. Desktop / Software Support Services. Provide desktop and server software support and password management. D. Web Server and Web Access Services. Provide web hosting operations and management services and web site development. E. File, Print & Mission Server Support Services. Provide hardware and software support to any type of common-user server (e.g., application, file, print). F. Data Network Services. Provide various types of Local Area Network (LAN) and Campus Area Network (CAN). Provide Wide Area Network (WAN) connectivity to include supporting the automated systems linked to the network. G. Network Security Services. Provide network and physical security support. H. ADP & Network Continuity of Operations (COOP) & OPLAN Support Services. Provide Continuity of Operations Plan (COOP) planning and preparation support. I. ADP & Network Foundational Services. Perform functions which are not customer facing. These functions enhance or enable service delivery and support to customers. They provide management and planning in support to the other SSPs within this service. Please provide information that would allow us to assess whether your organization would be able to supply the requested service. Include an overview of your company to include standards metrics. List relevant past or current performance information. Any information submitted by respondents to this synopsis strictly voluntary. The Government will not reimburse the respondents for any costs associated with their responses. This synopsis does not constitute a Request for Proposals (RFP), or an Invitati on for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the Sources Sought request. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided.
