Description

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. CONTRACTING ACTIVITY. Department of the Air Force, 375th Contracting Squadron, Scott AFB, IL 62225-5302. 2. NATURE AND/OR DESCRIPTION OF ACTION BEING PROCESSED. Non-Personal Service Sole Source Contract with Living Works, #4303D 11th Street, SE, Calgary AB, Canada T2G 4X1. 3. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY?S NEEDS. HQ AMC, Scott AFB, IL, requires Living Works to provide one (1) Suicide Intervention Instructor Training Workshop (T4T) to include all materials (workbooks, certificates, course survey, Personal Background Questionnaire, handbook and support). Estimated dollar value for Suicide Intervention Training for Trainers for 24 participants is $60,000. 4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION. 10 USC 2304(c)(1), Only One Responsible Source. 5. DEMONSTRATION THAT THE CONTRACTOR?S UNIQUE QUALIFICATIONS OR NATURE OF THE ACOUISITION REOUIRES THE USE ONLY ONE RESPONSIBLE SOURCE. Living Works is the only source that can satisfy the Government?s requirements, primarily because the vendor has the sole proprietary rights and has not licensed any third party vendors to distribute/transact their material. In addition, over the past 5 years Scott AFB has trained personnel in ASIST techniques. The cost to switch to another curriculum would be prohibitive as all trained personnel would have to be retrained, in addition to all new personnel. In 2003 General Jumper allowed the command commanders to determine which training program would be used within each command. AMC has chosen to use the ASIST program. 6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICTED FROM As MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE. Sole Source intent posted to Government Point of Entry (FEDBIZOPS). 7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE. HQ AMC/HC has conducted extensive research to find other sources of this training/material but Living Works is the sole proprietor and distributor. AMC requires all instructors teaching Suicide Intervention to first be certified through Living Works in order to maintain their accreditation. This makes it impossible to acquire suicide intervention material from any other vendor. 8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED. Living Works Education, Inc., is the only organization with a record of training large numbers (200,000+) comparable to the Air Force population, with a reliable, clinically demonstrated method in a two-day format. Further, Living Works has the only process that we have been able to find with a five-day program to train instructors for the two-day skill intervention. Verification that Living Works has the only program of its kind with the breadth of experience comes from the American Association of Suicidology. Market Research has produced one other organization, QPR, Suicide Prevention Institute, Spokane, Washington, but without the necessary track record of training, nor the two-day format, nor the five-day instructor training process. 9. ANY OTHER FACTOR SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPITITON. None 10. A LISTING OF SOURCES, IF ANY, THAT EXPRESSED, IN WRITING. AN INTEREST IN THE ACOUISITION: None 11. A STATEMENT OF THE ACTIONS. IF ANY. THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS TO COMPETITION BEORE MAKING ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REOUIRED. Post sole source intent and brief description of requirement to FEDBIZOPS to provide other contractors the opportunity to review. 12. CONTRACTING OFFICER?S CERTIFICATION.
