The proposed action provides a unique opportunity to provide technical assistance to two (2) customer groups. The conference materials in accessible formats for attendees with disabilities, captioning and interpreting services for attendees who are hard of hearing or deaf, a presentation spot at a plenary session for the Assistant Secretary, a workshop on our EARN service and a workshop on out JAN service. USBLN is the national origination that supports development and expansion of BLNs across the county, serving as their collective voice. The USBN recognizes and promotes best practices in hiring, retaining, and marketing to people with disabilities. USBLN is the only vendor that provides students with disabilities. Minnesota is the kick-off site for the American Association of People with Disabilities (AAPD) National Mentoring Day for Students with disabilities. October 4 will begin with a nationally broadcast, live news conference. The proposed acquisition is for services for which the government intends to solicit and negotiate with only one source under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed acquisition based upon responses to this notice and is solely within the discretion of the government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. No solicitation is available. This procurement is being conducted under Commercial Items FAR Part 12. DOL intends to purchase the services from USBLN. The statutory authority which permits other than full and open competition is Federal Acquisition Regulations (FAR) Part 6.302-1(b)(2), only one responsible source and no other supply or service will satisfy agency requirements. USBLN is the only source in the Minneapolis, Minnesota area that can provide the required services. ODEP will support the creation of expanded work options and meaningful employment, promote economic opportunities and independence, encourages self-determination and support inclusion of people with disabilities in their communities. Our customers include: Individuals with disabilities and their families; Private employers and their employees; Federal, state, and local government agencies; Educational and training institutions; Disability advocates; and Providers of services and government employers. REQUIREMENTS The Office of Disability Employment Policy will support the US Business Leadership Network (USBLN) in the 9th USBLN Annual Conference, to be held on October 4-6, 2006, in Minneapolis, MN and hosted by the Minneapolis BLN. The USBLN Annual Conference convenes business leaders and service providers to attract employers to the disability employment arena, spotlight best disability employment practices, help employers gain access to talented candidates with disabilities, provide disability information employers can use, provide an opportunity to network, propose solutions to barriers to employment and set goals for the following year. DELIVERABLES The USBLN shall provide the following: a. Captioning and interpreting services throughout the Conference. b. Participation of ODEP staff to participate in Conference planning sessions. c. Participation of ODEP?s Assistant Secretary or designee in presenting remarks during the plenary/luncheon session. d. Inclusion of ODEP?s JAN and EARN presentations in the concurrent sessions. REPORTS a. A monthly report that briefly summarizes the organization?s progress in preparing for the Conference. The first report shall be submitted within ten days of receipt of contract. Subsequent reports shall be submitted no later than the last day of month, for the duration of the contract. b. Documents disbursed at the Conference shall be available in appropriate alternate formats to include large print, Braille and disk or CD Rom. c. A final report shall be provided within 30 days of completion of the Conference, but no later than November 10, 2006. The report shall provide a synopsis of plenary session presentations, ?lessons learned,? suggested follow-up activities and salient outcomes, a summary of any evaluation conducted of the summit, a final attendance participants list including all available contact information, and final expenditures as they relate to ODEP?s participation. All draft materials using the name and logo of the U.S. Department of Labor or of ODEP, must be submitted to ODEP for approval 60 days before the Conference. The USBLN shall acknowledge the support of the U.S. Department of Labor, Office of Disability Employment Policy, whenever marketing, publicizing or recounting the work under this purchase order in any medium. The acknowledgement shall read as follows; ?This Conference has been funded in part with federal funds from the U.S. Department of Labor, Office of Disability Employment Policy.?
