- This is a combined synopsis/request for quotes for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is being issued as a Request For Quotes under RQF6066. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-10. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the Small Business Size Standard is 500 Employees. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement to procure a Bioreactor Cell Culture System. The NIAID is developing production processes for vaccine candidates against HIV, Ebola, Influenza and other infectious diseases. Meeting the challenges associated with producing many different biological molecules require the procurement of upstream processing equipment which complements and expands the current capabilities of the VPL to produce many types of vaccine products. The NIAID requires a complete bioreactor systems suitable for culturing multiple cell lines including, but not limited to, HEK293, CHO and sf9/sf21. The Bioreactor Cell Culture System shall have the capability of running on the IRIS control software, which is capable of running up to 8 units simultaneously. Thus allowing the system to be able to readily transfer of production process from the labs smaller scale units to larger bioreactors. The control program must be identical between the units. The NIAID is presently using 2 Infors HT unites operating on the IRIS software. The new bioreactor system must be compatible with the 2 Infors HT units. The Bioreactor Cell Culture System shall have the following features and components: 1) Start-up kit to include all necessary hardware, software and miscellaneous components for immediate operation out of the box: 2) Vessel shall be autoclave sterilizable verses having a steam in place configuration: 3) Vessel shall be sized such that working volumes ranging from 1 liter to 5 liters can be utilized: 4) Base unit shall support multiple vessel sizes with working volume ranging from 0.5 liter to 10 liters for future development and scale up applications: 5) System shall include PC-based control software capable of: a) data logging, b) trending and plotting culture data, c) Programmable control of process parameter for non-standard control schemes: 6) Base unit and vessel shall have a minimal footprint not to exceed 20?x20?: 7) System shall be expandable to several vessels by including components such as software controller which support multiple vessels: 8) Culture vessel shall use a magnetically coupled stirrer verses a drive unit that utilizes a mechanical seal: 9) System shall be self contained or include a separate unit for heating and cooling the culture vessel: 10) System shall be supplied with no less than 4 controllable process pumps: 11) System shall include an air, nitrogen, oxygen and carbon dioxide mass flow based gas mix unit for control of dissolved oxygen concentration of pH: 12) System shall include a integrated analog control box, or similar feature for 0 ? 10V or 4 ? 20mA inputs and outputs for integration of peripheral equipment: 13) Installation and training to be included in the offer.
