- NASA/KSC has a requirement for a service contract for calibration, maintenance and repair services for the continued operation of the INCA Scanning Electron Microscope and EVO50-0316. NASA/KSC intends to purchase the items from Carl Zeiss SMT, Inc. Competition is impractical for the following reasons: This purchase is for the acquisition of an annual maintenance agreement with Carl Zeiss SMT, Inc., for EVO50-0316 Scanning Electron Microscope and INCA-0316 Energy/Wavelength Dispersive Spectrometers. Carl Zeiss is the only contractor that can provide this service for the following reasons: ? Carl Zeiss SMT, Inc. is the original equipment manufacturer of the EVO50-0316 Scanning Electron Microscope and INCA-0316 Energy/Wavelength Dispersive Spectrometers. ? They are the only known company which can supply the necessary parts and skilled repair service engineers for the calibration, maintenance and repair of this equipment. ? The software that operates the instrument was written by them. ? They possess the comprehensive knowledge of the SEM/EDS/WDS instruments and its interrelated components. This is necessary for repairs and modifications. ? The Carl Zeiss field engineers are specifically trained for the maintenance, repair and alterations of the instruments. ? Replacement parts can be supplied only by Carl Zeiss SMT, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. EST on 08/09/06. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
