Description

The Contractor shall provide support to the Test Management Division of the Redstone Technical Test Center (RTTC), Developmental Test Command (DTC), Army Test and Evaluation Command (ATEC) which is located at Redstone Arsenal (RSA), Alabama. RTTC con ducts tests and evaluations, and performs analyses on Army weapon systems, subsystems, and components in selected technological areas. These efforts are primarily conducted at RSA but test and evaluation support is also provided at other CONUS and OCONUS s ites on a temporary travel basis. Support activities generally consist of the following type activities: test program design, development, planning, preparation, review, and analysis of detailed test plans; preparation and review of test plans and procedur es, checklists, Standing Operating Procedures (SOP), and related test documentation; preparation, review, and application of simulation test and evaluation process strategy to test programs that warrant this approach; test hardware modification and repair support; safety engineering support to RTTC including implementing new test operations, monitoring ongoing operations, and administrative and technical guidance in support of RTTC's safety program; test methodology/equipment/ facility/instrumentation capab ility and performance assessment, preliminary/conceptual/ final design, error analysis and reporting; weapon system/equipment performance assessment by evaluating test results and data analysis, and preparation of reports to document results of weapon syst em/equipment performance assessment; creation and/or maintenance of computer networking for databases detailing test programs and test equipment/material/ resources inventories. Contractor support shall consist of all labor, equipment (hardware & software) , test fixtures, tools, materials, transportation, travel, and incidental support necessary to support test and evaluation planning, evaluation, and documentation activities for the Test Management Division. This procurement is a nation wide competitive 8( a) set-aside, limited to eligible 8(a) concerns under the North American Industry Classification System (NAISC) Code 541710 as services in support of mission requirements. The small business size standard associated with this classification is 1000 employe es. A site visit of the government facilities will be conducted after the solicitation is issued. The period of performance for the resulting contract will be from date of award through five ordering periods, for a total period of performance of five years , if all ordering periods are accomplished. The dates for the period of performance in the RFP (in the CLINs and the dates for ordering) are the government's best estimates and may be changed. An Indefinite-Quantity contract (also known as delivery order o r task order), with Cost Plus Fixed Fee Term (Level of Effort) pricing arrangement is contemplated. This requirement will allow no foreign participation. This solicitation without attachments will be available on the World Wide Web (WWW).
